At the working session on guidelines for collecting and using tuition fees and other fees that took place on the afternoon of September 10, a representative of the Financial Planning Department (Department of Education and Training of Ho Chi Minh City) answered a question from a local school about whether it is possible to collect fees for school cleaning services (cleaning toilets, sweeping hallways, etc.) in the context that school staff are "overworked"?
This person said: The collection of sanitation service fees in schools is not allowed. Because this collection is not included in the collection of services and support for educational activities according to Resolution No. 18/2025/NQ-HDND.
Collected 9 service fees
Specifically, public educational institutions are only allowed to collect 9 fees for services serving and supporting educational activities as follows:
1- Services for organizing, managing and cleaning boarding facilities;
2- Breakfast service;
3- After-hours care and nurturing services (including care services before and after regular school hours, excluding meals);
4- After-hours care and nurturing services (including caregiving services before and during holidays, excluding holidays and Tet, excluding meals);
5- Initial student health check-up service (including school dental check-up);
6- Air conditioning service for classrooms with air conditioning or rented (electricity bill, air conditioning maintenance cost, air conditioning rental cost if any)
7- Utility services applying information technology and digital transformation;
8-Service of picking up and dropping off children and students by car (route under 5km and route from 5km or more);
9- Dormitory services at general education institutions with organized boarding.
Fees that school program organizations are allowed to collect include:
1- Organizing IT teaching (Preparation for organizing elective IT classes; Preparation for organizing classes according to the Project "Improving capacity, knowledge, and IT application skills for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030;
2- Organizing foreign language teaching (Fee for organizing enhanced foreign language teaching - Primary, Secondary, High School; Fee for organizing foreign language learning with foreigners - Preschool, Primary, Secondary, High School); Fee for organizing foreign language learning using supplementary software; Fee for organizing foreign language learning programs through Math and Science ; Fee for organizing classes according to the Project "Teaching and learning Math, Science and English integrating English and Vietnamese programs"; Fee for organizing foreign language education activities according to output standards of international certificates;
3- Funds for organizing educational activities to familiarize preschool children with English;
4- Organizing digital civic education activities (Pre-organizing digital civic education activities; Pre-organizing digital competency education activities, artificial intelligence (AI), applying digital classroom solutions with artificial intelligence (AI);
5- Funds for organizing classes for gifted students, arts, elective physical education, clubs, and swimming lessons;
6- Funding for organizing Life Skills training;
7- STEM Education Organization (Pre-STEM Education Organization; Pre-STEM Education Organization bilingual (English - Vietnamese);
8- Funding for organizing high-quality, advanced, regionally and internationally integrated educational content;
9- Funds for implementing the Investment Stimulus Program;
10- Caregiver services;
Ms. Nguyen Thi Nhat Hang - Deputy Director of the Department of Education and Training of Ho Chi Minh City - requested that public educational institutions are only allowed to collect fees according to the Resolution of the People's Council of Ho Chi Minh City, closely following the Department's Official Dispatch 1888/SGDĐT-KHTC guiding the collection and use of tuition fees and other fees, issued on August 29, 2025.
Other service organization revenue for individual students
1- Money for purchasing equipment and supplies for boarding students;
2- Money for purchasing school uniforms;
3- School supplies - School tools - Learning materials (School supplies; School tools - Learning materials);
4- Meals - Drinks (Boarding meal fee; Breakfast fee; Drinks fee);
5- Student parking fee.
