New investor consortium proposes Quang Tri LNG Thermal Power Project

The Department of Planning and Investment of Quang Tri province said that it has just issued a document to provide comments on the proposal to research, survey and prepare a dossier to request approval of the investment policy of the Quang Tri LNG Thermal Power Project.

According to the Department of Planning and Investment of Quang Tri, on April 3, 2024, the Department of Planning and Investment received a document from the Department of Industry and Trade of Quang Tri requesting comments on the proposal to research, survey and prepare a dossier requesting approval of the investment policy of the Quang Tri LNG Thermal Power Project of the Joint Venture of T&T Group Joint Stock Company - SK E&S Company Limited.

After studying the attached documents, the Department of Planning and Investment agreed on the policy of researching and surveying the Quang Tri LNG Thermal Power Project.

However, the Department of Planning and Investment of Quang Tri said that in order to have a basis to propose and approve the project investment policy, it is necessary to have a document approving the adjustment and supplementation of the Power Plan VIII of the Prime Minister , and at the same time, it is necessary to review to ensure consistency with the Quang Tri Provincial Plan, the district construction plan, the land use plan and related sector plans.

In addition, Quang Tri province is currently completing procedures to terminate the Memorandum of Understanding on coordination in implementing the Quang Tri BOT Thermal Power Plant project between the People's Committee of Quang Tri province and the project investor, Thai Lai International Power Company - EGATi, signed on July 11, 2024.

Therefore, to ensure the legality of issuing a document agreeing in principle for the Joint Venture of T&T Group Joint Stock Company - SK E&S Company Limited to research, survey and prepare a dossier requesting approval in principle for the Quang Tri LNG Thermal Power Project, the Department of Planning and Investment proposes to consider issuing a document agreeing in principle after completing the procedures to terminate the above Memorandum of Understanding.

According to the Management Board of Quang Tri Economic Zone, recently, the Joint Venture of T&T Group Joint Stock Company - SK E&S Company Limited (Korea) has proposed an investment policy for a replacement project after Thai Lai International Power Company - EGATi announced the suspension of the Quang Tri BOT Thermal Power Plant Project (total investment of 2.2 billion USD) in the Southeast Quang Tri Economic Zone in October 2022.

Speaking to reporters of the Investment Electronic Newspaper - Baodautu.vn , Mr. Pham Ngoc Minh, Head of the Quang Tri Economic Zone Management Board, said: “In the Power Plan VIII, if the Quang Tri Thermal Power Plant Project has not been implemented by the deadline of June 2024, the project can be adjusted from coal-fired thermal power to gas-fired thermal power. Recently, the joint venture of T&T Group and SK E&S Co., Ltd. (Korea) proposed to continue implementing the Quang Tri Thermal Power Plant project on the condition that the Government approves the adjustment of this project from coal-fired thermal power to gas-fired thermal power. Currently, the investor has also submitted a document proposing the project to the Prime Minister.”
