Speaking at the opening ceremony of the Conference, Deputy Minister Hoang Dao Cuong emphasized that in recent times, with the attention of the Party and the State, the preferential treatment regimes for sports coaches and athletes stipulated in Decree No. 152/2018/ND-CP and Decree No. 36/2019/ND-CP of the Government have had the effect of attracting, motivating and encouraging sports coaches and athletes to strive and contribute to the country's sports. However, after 7 years of implementation, in addition to the achieved results, the regimes and policies stipulated in the above documents have revealed a number of limitations and inadequacies that need to be amended and supplemented to suit the practical situation.
"With the requirement for stronger investment in human resources and policies to improve the achievements of the country's sports, amending and supplementing current regulations into a comprehensive legal document, fully adjusting and unifying policies for coaches, athletes and medical staff during the period of concentrated training and competition in a comprehensive, synchronous, specific and practical direction is extremely urgent and necessary" - the Deputy Minister affirmed.

On that basis, the Deputy Minister proposed that the amendment focus on 6 main requirements: Creating more comprehensive care conditions, from salary, bonus, nutrition, health, study, vocational rehabilitation after retirement to preferential insurance mechanisms, employment, retraining, etc.; Creating a complete and clear legal corridor for the organization and implementation of regimes and policies for coaches and athletes of national teams, youth teams, and gifted teams at all levels; Ensuring legitimate and legal rights, improving material and spiritual life, creating conditions for coaches and athletes to practice, compete, and contribute to the country's sports career with peace of mind; Timely institutionalizing the Party and State's guidelines and policies on developing high-performance sports human resources in the new period; Overcoming overlaps, inadequacies and policy gaps that exist in the process of applying Decree No. 152/2018/ND-CP and Decree No. 36/2019/ND-CP; In line with the requirements of professional development and sports modernization, gradually approaching regional and international levels, contributing to the realization of the Vietnam Sports Development Strategy to 2030, vision 2045.
At the meeting, Deputy Director Nguyen Hong Minh presented the draft Decree replacing Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government, focusing on the issues of policies and regimes on salaries, training and competition support for athletes and coaches at all levels of national teams; Special regimes for key coaches and athletes; Incentives on training, professional development, vocational training, job placement; Participation in social insurance, health insurance, unemployment insurance, occupational accident and disease insurance, etc.

Notably, according to the draft, the subjects of application are supplemented with medical staff of national teams, youth teams; teams, youth teams, talent teams of industries, provinces, centrally-run cities receiving and not receiving salaries from the state budget, including: doctors, medical technicians.
This is a team that has to carry out a huge amount of work with a high frequency of travel, not only during sports events but also during the concentration and training time of the team levels, but the quota for the medical team is either non-existent or low, so it cannot meet the demand.
In addition, the draft also proposes that athletes of national sports teams, industry sports teams, provinces, and centrally-run cities, when they stop being athletes, if they have a need for vocational training and are eligible for vocational training support, will be supported with vocational training according to the provisions of Decree No. 61/2015/ND-CP dated July 9, 2015 of the Government regulating policies to support job creation and the National Employment Fund.
Athletes who have won medals at the Olympic Games and ASIAD after retirement are proposed to be recruited as teachers. The training standards required for this case are lower than the standard training level for teachers teaching at the corresponding education level and training level; after being accepted to become teachers, they will be appointed to the title of teacher or lecturer and will be paid, enjoy the regimes and policies according to the regulations for the job position.

Accepted as a civil servant if meeting the conditions for registration and requirements of the job position or receiving priority points in recruiting workers at sports facilities when having sufficient qualifications and professional capacity suitable to the requirements of the recruitment position; During the probationary period, receive 100% of the salary and allowances of the professional title corresponding to the job position.
At the conference, representatives of the Ministry of Justice, Ministry of Finance, Ministry of Home Affairs, and Ministry of Education and Training contributed their opinions on the draft amendment. Basically, representatives of the ministries expressed high agreement with the draft presented by the Vietnam Sports Administration.
Some opinions said that the draft needs to clarify some contents, how to ensure maximum benefits for athletes, and at the same time supplement the complete and correct dossier before submitting.
Concluding the Conference, Deputy Minister Hoang Dao Cuong highly appreciated the contributions that helped clarify the missing issues in the draft. The Deputy Minister suggested that the Vietnam Sports Administration absorb and continue to perfect the draft with the spirit of resolving all the problems and difficulties in the recent past, aiming to build a remuneration regime and policies in line with the Party and State's guidelines and policies, with practical conditions.
"The drafting must closely follow Conclusion 70 of the Politburo. We request the Vietnam Sports Administration to quickly complete it and get opinions from relevant agencies under the ministry before submitting it to the Ministry of Culture, Sports and Tourism to send to relevant ministries and branches for comments and submit it to the Government" - the Deputy Minister assigned the task.
