Phong Tho commune was established under Resolution No. 1670/NQ-UBTVQH15, dated June 16, 2025 of the Standing Committee of the 15th National Assembly on the basis of arranging the entire area and population size of the communes: Muong So, Huoi Luong, Ma Li Pho and Phong Tho town. In recent years, emulation movements have been effectively implemented by cadres, party members and people in the commune, typically: Emulation movement to strive to successfully complete socio -economic development goals and tasks; promote research, application of science and technology and digital transformation; perform well national defense and security tasks, create a stable and safe environment for socio-economic development...

Through emulation movements, the local economy has continued to develop quite comprehensively, shifting the economic structure in a positive direction, and improving and enhancing people's lives. Up to now, the average income per capita has reached 51.25 million VND; the whole commune has 11/12 schools meeting national standards, reaching a rate of 91.7%; 4/4 commune health stations meeting national criteria on health by 2030; cultural, artistic and mass sports activities have been widely developed in villages, hamlets and residential groups; resources to support and encourage poor and near-poor households to escape poverty have been used effectively, it is estimated that by the end of 2025, the poverty rate will be 10.62%, and near-poor households will be 8.9%. Political security and social order and safety are ensured; the political system is consolidated and its activities are renewed.

At the Conference, a number of key tasks for emulation and rewards in the 2025 - 2030 period were discussed and proposed, such as: Mobilizing the strength of the entire political system to participate in emulation and rewards; continuing to research and issue documents to lead and direct the implementation, concretizing the Party's guidelines and policies, the State's policies and laws on emulation and rewards; strengthening State management, promoting democracy, implementing publicity, transparency and honesty in emulation and rewards...
