Establishing a Council to appraise investment proposals for the National Target Program on health care, population and development

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long has just signed Decision No. 1895/QD-TTg dated September 4, 2025 on the establishment of the State Appraisal Council to appraise the Report proposing investment policies for the National Target Program on Health Care, Population and Development for the 2026-2035 period (the Council).

Establish a State Appraisal Council to appraise the Investment Proposal Report for the National Target Program on Health Care, Population and Development for the 2026-2035 period.

According to the Decision, the Minister of Finance is the Chairman of the Council. The Vice Chairman of the Council is the Deputy Minister of Finance.

The Council members are leaders of the Ministries of Health, Construction, Public Security, National Defense, Justice, Home Affairs, Industry and Trade, Education and Training, Agriculture and Environment, Science and Technology, Culture, Sports and Tourism and leaders of the State Bank of Vietnam, leaders of the Central Committee of the Vietnam Fatherland Front.

The Ministry of Finance is the standing body of the State Appraisal Council.

Duties and powers of the Council

The State Appraisal Council has the following duties and powers: Organize the appraisal of the Program's Investment Proposal Report, submit it to the Government for consideration and decision; request the agency assigned to prepare the Program's Investment Proposal Report to provide documents and information related to the Program to serve the appraisal work; when necessary, request amendments and supplements to the dossier to meet the appraisal requirements; review and decide on the appraisal plan and other related issues during the appraisal process of the Program's Investment Proposal Report...

The State Appraisal Council works collectively under the direction of the Council Chairman.

The Council is allowed to use the seal and account (if necessary) of the Ministry of Finance to serve the Council's operations.

Responsibilities of the Standing Committee of the Council

The Standing Body of the Council is responsible for mobilizing the apparatus to assist the Chairman of the Council in organizing the appraisal work of the Program Investment Proposal Report and the general activities of the Council; coordinating with agencies to carry out appraisal work; receiving and checking the Program Investment Proposal Report dossier, sending the Program dossier to the Council members, and preparing and submitting the plan for appraising the Program Investment Proposal Report.

The Standing Body of the Council is responsible for synthesizing the opinions of Council members, proposing and submitting to the Chairman of the Council for consideration and decision on issues that need to be handled during the appraisal process; preparing programs, contents, expected conclusions and voting contents, meeting invitations, documents and working equipment for Council meetings.

Prepare additional and revised documents as requested by members of the Council, professional groups and teams during the appraisal process, submit to the Council Chairman (or Vice Chairman of the Council) for approval and sign documents requesting additional and clarified documents and perform other tasks assigned by the Council Chairman; prepare reports of the Council to submit to the Government and Prime Minister.
