
Maintain good medical examination and treatment
In the early days of implementing the 2-level local government model, a number of administrative procedures related to medical examination and treatment in Hanoi such as: Procedures for granting operating licenses, granting codes for medical examination and treatment facilities... of commune and ward health stations will have to be adjusted to suit the new situation, meeting the provisions of the law. With the spirit of determination to overcome all difficulties, all medical staff, right from the grassroots level, are making efforts to ensure no interruption in the work of caring for, protecting and improving the health of the people of the capital.
In Tay Ho ward, from July 1, as soon as the 2-level local government model came into operation, the ward health station was established and quickly maintained stable operations, continuing to fully deploy medical services according to regulations, including: Initial medical examination and treatment; management of non-communicable diseases; expanded immunization; maternal and child health care; community nutrition monitoring... Medical examination and treatment, especially health insurance medical examination and treatment, are still being deployed smoothly.
In the early days of changing the administrative information of the facility, the Health Station created conditions for people to still enjoy full medical services as before. Director of Tay Ho Ward Health Station Luu Van Bau said: “The unit coordinated early with the Social Insurance agency and higher-level facilities to create the most favorable conditions when patients were transferred to other treatment facilities. At the same time, the unit continued to deploy the Electronic Health Record system, ensuring that people in the area are managed for their health; connecting medical examination and treatment data of 100% of people coming to the facility to the system to create electronic health books displayed on the VneID application”.
Similarly, at Cu Khe medical station (Binh Minh commune), on the afternoon of July 6, the on-duty team maintained the daily work rhythm, ready for emergency situations. The network of emergency care, patient reception, and epidemic prevention and control all operated stably.
Doctor Dinh Cong Toan, in charge of Cu Khe medical station, said: “Since the afternoon of June 30, all medical stations in Binh Minh commune have been thoroughly instructed to maintain good implementation of initial medical examination and treatment, expanded vaccination, signing transfer forms to medical examination and treatment facilities, etc., ensuring the rights of patients in the first days of implementing the 2-level local government model.”
Urgently complete documents and adjust operating licenses
To ensure medical examination and treatment, in the first days of implementing the 2-level local government model, the Hanoi Department of Health has issued a document requesting medical examination and treatment facilities that receive patients with referral papers from health stations or general clinics to still handle patient benefits as usual, in the context that these units are waiting for the completion of legal procedures under the new model.
Specifically, the Department of Health recommends that medical examination and treatment facilities coordinate with the regional Social Insurance agency to continue to perform and maintain medical examination and treatment under health insurance at medical examination and treatment facilities in Hanoi. At the same time, the units perform well the reception work and continue to ensure the quality of medical examination and treatment services for the people. The units maintain the issued medical examination and treatment facility codes to perform deductions and transfer of health insurance payment data during the transition period. The new commune and ward health stations urgently complete the dossiers and coordinate with the departments of the Department of Health to carry out procedures to adjust operating licenses and issue medical examination and treatment codes according to the instructions.
Meanwhile, Vietnam Social Security also requested the Department of Health to ensure legal conditions within its authority so that the Social Security agency can coordinate with reorganized medical examination and treatment facilities (dissolved, merged, newly established) to promptly sign contracts or appendices to medical examination and treatment contracts under health insurance; ensuring that medical examination and treatment contracts are implemented continuously and fully.
Notably, recently, the Hanoi Department of Health issued a Decision approving the authorization for the People's Committees of communes and wards in the city to handle a number of administrative procedures under the authority of the Department of Health from July 1 to December 31, 2025, in accordance with the new government model.
Deputy Director in charge of the Hanoi Department of Health Nguyen Dinh Hung emphasized: “During the implementation process, if there are any difficulties, the units should contact the Department of Health and the regional Social Insurance agency for timely guidance. The industry's consistent viewpoint is to ensure the best, uninterrupted care, protection and improvement of the health of the people of the capital.”
