On the afternoon of June 23, Hanoi City Police held a conference to inform about the case of illegal possession of drugs, organizing illegal use of drugs, giving bribes, receiving bribes, brokering bribes and abusing positions and powers while performing official duties at the Central Institute of Forensic Psychiatry in Hanoi City and Thanh Hoa Province.

According to Hanoi City Police, through monitoring the compulsory psychiatric treatment process of two defendants Nguyen Thi Mai Anh (born in 1979, residing in Thanh Xuan, Hanoi) and Le Van Dong (born in 1978, husband of Nguyen Thi Mai Anh, with five criminal records) at the Central Institute of Forensic Psychiatry, and the appraisal of the decision to request a psychiatric assessment and apply compulsory medical treatment measures by the Hanoi City Judicial Inter-Sector.
The Hanoi City Police Investigation Agency discovered that a number of suspects undergoing compulsory psychiatric treatment at the Central Institute of Forensic Psychiatry frequently left the hospital to commit illegal acts.
This group has signs of connecting and colluding with leaders and staff of the Central Institute of Forensic Psychiatry through Mai Anh to "run" the forensic psychiatric assessment conclusion in a favorable direction (not mentally ill but still concluded to be mentally ill), in order to be subject to compulsory psychiatric treatment measures, in order to evade criminal responsibility.
Based on the collected documents, the Director of Hanoi City Police Department directed the Office of the Investigation Police Agency and related units to focus on investigation and verification to strictly handle the case according to the provisions of law.
At around 11:45 p.m. on June 7, the Investigation Police Agency coordinated with forces from the Thanh Hoa Provincial Police to arrest Le Van Dong, Nguyen Thi Mai Anh and five people (including staff and patients of the Central Institute of Forensic Psychiatry) when the suspects were organizing illegal drug use at the beach in the Sam Son tourist area, Thanh Hoa.

At the same time, on the night of June 7 and early morning of June 8, the Investigation Police Agency summoned 14 officers and employees of the Department of Compulsory Treatment for Men of the Central Institute of Forensic Psychiatry who were staying at Long Thanh 3 Hotel (the same hotel as the couple Le Van Dong and Nguyen Thi Mai Anh) to the police agency for investigation.
Based on the results of the fight against the suspects of the above-mentioned illegal acts, from June 7 to 9, the Investigation Police Agency simultaneously conducted emergency searches at many locations, which are the residences and workplaces of the subjects who organized the illegal use of drugs in Thanh Hoa province and Hanoi.
Expanded emergency searches at 48 locations that are residences and workplaces of subjects involved in the act of giving and receiving bribes.
Through the search, the Investigation Police Agency seized and temporarily detained many documents and evidence of the case worth tens of billions of dong related to the criminal acts of the subjects.
At the time Hanoi police arrested and urgently searched the residences and workplaces of the suspects involved, it was determined that 22 people had compulsory medical treatment decisions but were not present at the hospital.
Regarding the 22 files of the above suspects, preliminary assessment is that 15 people have signs of "illegal intervention" to obtain incorrect psychiatric assessment conclusions and have been forced to undergo medical treatment, with the aim of avoiding criminal handling according to the law.
To date, the Hanoi Police Investigation Agency has summoned 90 suspects and related people. Of these, 76 are leaders and officials of the Central Institute of Forensic Psychiatry and four people are undergoing compulsory treatment at the Central Institute of Forensic Psychiatry.
On June 18, the Investigation Police Agency issued a decision to prosecute a criminal case of illegal possession of narcotics, organizing illegal use of narcotics, giving and receiving bribes, brokering bribes and abusing positions and powers while performing official duties at the Central Institute of Forensic Psychiatry, Hanoi and Thanh Hoa province.
At the same time, a decision was made to prosecute and apply preventive measures against 40 people (including 36 defendants who are leaders and officials of the Central Institute of Forensic Psychiatry; two defendants are patients undergoing compulsory mental health treatment).

Based on investigation documents, the police determined that in 2016, after committing fraud and appropriation of property, Mai Anh was forced to undergo medical treatment at the Central Institute of Forensic Psychiatry.
Here, Mai Anh colluded with officers and appraisers of the Central Institute of Forensic Psychiatry to get out. In 2020, Mai Anh continued to commit the crime of forging seals, using fake seals and documents of agencies and organizations and continued to be subject to compulsory medical treatment.
In 2023, Mai Anh continued to commit the crime of disturbing public order (along with her husband Le Van Dong). After that, both Mai Anh and her husband were forced to undergo medical treatment at the Central Institute of Forensic Psychiatry.
During her mandatory treatment at the Central Institute of Forensic Psychiatry, Mai Anh bribed the leaders and staff of the institute to arrange a private room for each person, with air conditioning and sound equipment, to organize parties, even use drugs at the institute and be allowed to go out.
Mai Anh and her husband often go out, even travel and vacation, and invite the entire faculty at the Forensic Institute to go with them.
Mai Anh introduced and discussed with the forensic institute's leaders to arrange for psychiatric examination conclusions for other defendants.
In some cases, Mai Anh received billions of dong, then transferred several hundred million to Tran Van Truong - the former director of the institute. Truong received and divided it among the members of the appraisal council.
After receiving the money, the examiners added additional symptoms of mental illness to the medical records or wrote incorrect information about the medical condition to come up with a conclusion consistent with the medical records.
Mai Anh transferred a lot of money and many cases to Tran Van Truong to "run" the appraisal conclusion. In addition, Mai Anh also colluded with the staff of the appraisal department and the General Planning Department to get information from the families of the defendants who came for appraisal to raise the issue of "running" the appraisal conclusion, profiting billions of dong from doing so.
Hanoi City Police assessed that the investigation and handling of suspects in the case had promptly prevented many very serious and especially serious criminals from taking advantage of forced medical treatment to evade criminal responsibility and continue to commit crimes.
