In his opening speech, Prime Minister Pham Minh Chinh emphasized: In recent times, especially in the past month, the forces have launched a peak campaign to combat crimes related to the production, trade, and circulation of counterfeit, fake, substandard, and unknown origin goods.
Forces simultaneously took action, typically the Police, Border Guard, Coast Guard, Market Management, many localities... continuously handled and eliminated many cases, especially serious violations, especially cases related to the production, sale of drugs, milk, functional foods, food, trading of goods with signs of counterfeiting, famous brands...
The Prime Minister also assessed that the above tricks and behaviors go hand in hand with smuggling. Through the peak period, it can be seen that the situation of smuggling, production, trade, circulation of counterfeit goods, fake goods, poor quality goods, goods of unknown origin... is still very complicated, causing confusion and anxiety for people, especially affecting the health, rights and legitimate interests of people and businesses... Through the report of Steering Committee 389 and relevant ministries and branches, the Prime Minister assessed that the causes leading to this situation are both subjective and objective, but mainly due to subjective causes. Specifically, there is still a situation of laxity, poor control, unclear division of functions and tasks, unclear division of people, clear work, clear responsibilities, clear authority...
The Prime Minister emphasized that the goal of the conference is to reach a high level of consensus on awareness and action, resolutely prevent, repel, and end the trade of counterfeit goods, medicines, food, etc. The Prime Minister also requested that delegates objectively and honestly assess what has been done, what has not been done, what lessons have been learned, and what directions and tasks need to be focused on in the coming time. The Prime Minister emphasized two main contents, which are declaring war, being determined to prevent, repel, and end counterfeit medicines, dirty food, etc. to ensure the health and property of people and businesses. Along with that, it is necessary to discuss and carefully evaluate the work of building a legal system. Promote the responsibility of all levels and sectors, the responsibility of businesses, and propaganda work, etc.
The report of the National Steering Committee 389 shows that in the first 6 months of 2025, the situation of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights has been complicated nationwide, especially violations in the fields of pharmaceuticals, food, health protection foods, counterfeiting... affecting people's health and trust, causing confusion, anxiety in public opinion and skepticism towards the authorities. The problem of counterfeit and fake goods has received special attention and close direction from the leaders of the Party, State, Government, and National Assembly; the Government and the Prime Minister have issued many telegrams and directives to direct the fight against and thoroughly handle the above violations.
In particular, on May 15, 2025, the Prime Minister issued an Official Dispatch on launching a peak period to combat, prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights, from May 15 to June 15, 2025, and Directive No. 13 dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation.
Along with the work of reviewing and perfecting institutions, in the first 6 months of 2025, units and localities arrested and handled nearly 50,000 cases of smuggling, trade fraud, counterfeit goods, and tax fraud; collected nearly 6,500 billion VND for the state budget; prosecuted 1,899 cases with 3,271 defendants. In the peak month alone, units and localities arrested and handled more than 10,836 cases of smuggling, trade fraud, and counterfeit goods (an increase of 79.34% compared to the previous peak month); collected nearly 1,300 billion VND for the state budget (an increase of 258.43% compared to the previous peak month); temporarily detained goods and exhibits worth an estimated over 4,075 billion VND (not including the temporarily detained goods of drugs, banned goods, counterfeit goods); prosecuted more than 200 cases with 378 defendants.
The results have discovered, fought, and destroyed many organizations, networks, gangs, and subjects of smuggling, trade fraud, illegal transportation of goods, prohibited goods, production, and trading of counterfeit goods, goods of unknown origin, and infringement of intellectual property rights on a large scale, operating inter-provincially, contributing to protecting the legitimate and legal rights and interests of people and businesses, and protecting security and health safety for people.
According to statistics, more than 5,500 stores nationwide have closed or temporarily suspended operations to wait for an opportunity. Units and localities with outstanding achievements include: Department of Economic Crime Investigation, Corruption, Smuggling, Ministry of Public Security, Department of Domestic Market Management and Development (Ministry of Industry and Trade), provinces and cities: Hanoi, Hai Phong, Hai Duong, Bac Ninh, Phu Tho, Hoa Binh, Cao Bang, Yen Bai, Thanh Hoa, Nghe An, Da Nang, Khanh Hoa, Ho Chi Minh City, Binh Duong, Dong Nai, Tay Ninh, Soc Trang, Bac Lieu...
Members of the National Steering Committee 389 also assessed that there are still many shortcomings, limitations and causes as well as proposed solutions to resolve them. Specifically, the dissemination and implementation of the Official Dispatch, Directive and direction of the Prime Minister and the Head of the National Steering Committee 389 in some localities have not been serious and timely, especially the establishment of Working Groups and the development of local Plans to organize and implement the peak; some localities have low effectiveness in the fight, have not yet discovered and arrested organizations, lines and groups producing counterfeit goods in the area (Thai Binh, Lai Chau, Dong Thap, Ninh Thuan...).
The organization and division of functions and tasks in State management are still overlapping, lacking, with gaps and laxity, especially in licensing activities for food testing and production. The awareness and responsibility of some leaders of local Party committees, authorities, units and functional forces are not high, there are still signs of avoidance and shirking when violations occur; inspection, supervision and post-inspection work is not regular and thorough, there are even situations of assisting and protecting law violators, and there are negative aspects in inspection, examination and control of testing activities.
Institutions and legal regulations on handling smuggling, commercial fraud, counterfeit goods, and intellectual property infringement are still inadequate, outdated, and do not meet the actual situation. Subjects have thoroughly exploited the regulations allowing enterprises to self-declare and take responsibility for quality for profit, colluding to hire celebrities, doctors, and nutritionists to promote, introduce, and exaggerate the quality, features, and uses of counterfeit products.
The capacity and professional expertise of the functional forces are still limited and uneven, especially in new and complex fields such as e-commerce, multi-level marketing, counterfeit goods, intellectual property infringement, etc.
