The vivid practice from the International Movement in the TTLL Corps shows that thanks to the correct leadership, accurate direction and the serious, close, drastic and creative participation of the leading cadres at all levels, the movement has gone into depth, bringing about sustainable, substantial and effective results.
Catch the right weak link, stimulate the right motivation
The TTLL Corps is a technical branch that was born very early in the Vietnam People's Army, invested in and built by the Party, the State, the Central Military Commission, and the Ministry of National Defense to move straight towards modernization. The units are stationed scattered throughout the regions, and the mobile troops carry out tasks regularly and continuously. This characteristic makes the organization of emulation movements of the TTLL Corps impossible to be stereotyped, and even more so, cannot be formal, but requires high requirements for flexibility and creativity.

Colonel To Hong Quan, Deputy Political Commissar of the TTLL Corps, said: “We always determine that we must use the results of task performance as a measure to evaluate the International Emulation Movement. From that motto, emulation activities have closely followed the central political tasks, truly innovated and created, focused on the grassroots, overcome and transformed the weak links and weaknesses of agencies and units”. Accordingly, on the basis of specific characteristics and tasks, units determine appropriate emulation contents, targets and measures; regularly draw lessons, and replicate creative and effective ways of doing things. Each officer and soldier sets their own goals, takes the spirit of responsibility as a driving force, and takes actual results as evidence of their efforts. Thanks to that, the International Emulation Movement in the Corps has increasingly developed comprehensively, firmly, spreading both in breadth and depth, creating uniformity and firmness in the emulation blocs.
What is easily seen in the emulation picture of the TTLL Corps is that the Party committees and commanders at all levels always set goals and challenges, focusing on weak points and difficult tasks for officers and soldiers to ponder, be creative, and make breakthroughs. That is also a way to focus on the grassroots, creating opportunities for officers and soldiers to progress, and promoting the strength of the collective.
In 2020, the High-Tech Information Technology Center was assigned to build two high-speed QA and QC fiber optic lines with many modern technologies for the first time. Not giving up, the Center's staff proactively organized training, compiled the entire error-correction process into a common database, and opened a Demo room for practice. With the spirit of competing to do all the work, not all the hours, the technical force turned difficulties into motivation to rise up, master the technology, and complete the QC line 21 days ahead of schedule. That success affirmed the bravery and intelligence of the officers and staff of the Corps.
In 2021, when the Covid-19 epidemic broke out fiercely in Ho Chi Minh City and the southern provinces, officers and soldiers of Brigade 596 raised their determination to compete: "Ensuring smooth and stable information and communication in the midst of the epidemic". Putting aside worries for their families and rushing into the epicenter of the epidemic, officers and soldiers considered this a "combat mission in peacetime". Thanks to that spirit, key information lines in the area were always maintained stably, promptly serving the command and direction of the Ministry of National Defense and localities. The Brigade also participated in ensuring information and communication for hundreds of online meetings on epidemic prevention and control; making an important contribution to the fight against the Covid-19 epidemic.

Colonel To Hong Quan added: “In the field of TTLL, people as well as equipment, modern today, can be obsolete tomorrow. To develop sustainably, each individual must awaken their own potential and create breakthroughs.” For the TTLL Corps, this is clearly demonstrated through the movement of emulation of initiatives and technical improvements that is maintained effectively and substantially. In the period 2019-2024, the Movement "Promoting initiatives and technical improvements" and the "Creative Youth" Award in the Corps had more than 300 competition topics at the Corps and the entire army level, including 50 awards at the entire army level. Many initiatives have been widely and effectively applied in practice, helping to save tens of billions of VND in the budget. The movement has spread strongly, arousing the spirit of research and innovation throughout the force, contributing to improving the effectiveness of ensuring TTLL in all situations.
Cadres go first, the movement follows.
Talking to us, Colonel Do Trong Huan, Political Commissar of the TTLL Corps, shared his experience: “To make the TDQT Movement truly effective, the Corps must maintain it regularly, closely inspect it, evaluate it in substance, and promote the role of the leading cadres. Party committees and commanders must not only set out policies but also act together, overcome difficulties, and unite the collective and individuals into a unified bloc.”
Surveying a number of units of the TTLL Corps, we found that comrades, political officers, and commanders are the ones who directly develop plans and organize emulation. Every month and every quarter, commanding officers and leaders of agencies directly go down to the grassroots units, not only to inspect but also to consider, resolve difficulties, and provide guidance on how to organize movements that are close to reality.
Coming to the General Staff, we were impressed by the way the officers here work without forgetting time. Colonel Nguyen Chien Thang, Deputy Chief of Staff of the General Staff Corps, said: Office hours are for meetings and general coordination; while evenings and holidays are the "golden time" for each officer and commander to focus on solving professional tasks. With the spirit of "doing all the work, not all the hours", the General Staff has proactively advised and proposed to the General Staff Corps and directed the implementation of many important tasks, many key information projects and works, contributing to the realization of the "Strategy for developing the military general information system for the period 2021-2030, with a vision to 2045", ensuring timely, accurate, confidential, and safe general information, meeting the requirements of the task of protecting the Fatherland in the new situation.
This spirit spreads to the officers and commanders at the battalion, station and team levels. Major Nguyen Thi Dong Phuong, Squad Leader of Squad 1 (Station A41), Platoon 1, Company 14, Battalion 4, Brigade 134 is a testament to this. Station A41 has to perform many intertwined tasks, with a thin staff on duty at positions. During the troubleshooting of television signals on fishing control vessels, comrade Phuong was the one sent directly to the scene, proactively coordinating to find the cause and successfully handle it. She also trained her comrades and teammates to improve their skills in exploiting and handling equipment problems to meet mission requirements.

Talking about the achieved results, Major General Nguyen Van Tri, Political Commissar of the Military Information and Communications Corps, assessed: The International Movement has truly become a strong driving force, encouraging and motivating officers and soldiers of the entire Corps to overcome all difficulties and challenges, and successfully complete the task of planning and developing the military information and communications system. The military information and communications system has developed comprehensively in terms of scale, technology and service quality, both fixed and mobile information at all 3 levels: Strategy, campaign, and tactics, well meeting the requirements of the tasks in the new situation. In particular, the Corps has successfully completed the task of ensuring information and communications, television in emergency situations such as search and rescue and prevention and control of the Covid-19 pandemic. Breakthroughs in the arrangement of the organization and staffing in the direction of lean, compact, and strong; military administrative reform and digital transformation have helped the Corps become one of the leading units of the entire army's combat readiness units in this field. In the period 2019-2024, the Corps was honored to be awarded the First Class Fatherland Protection Medal by the State; Ho Chi Minh Medal (2025), along with many other noble awards from the Government and the Ministry of National Defense.
These results were achieved thanks to creative methods and effective models in the emulation movement, which is also the content we will reflect in the next article.
In the 2019-2024 period, the TTLL Corps ensured good TTLL, television and combat readiness for nearly 200 drills and more than 2,500 conferences, achieving a communication rate of over 99.9%. Construction of more than 1,300 information works was completed, many ahead of schedule, ensuring absolute safety. |
