The Ministry of Home Affairs has just issued a second document urging ministries, branches and localities to urgently complete the synchronization of data into the National Database on cadres, civil servants and public employees. Currently, the progress of this work is still slow, many units have not reported or have not connected data as required.
Previously, on July 11, 2025, the Ministry of Home Affairs issued Official Dispatch No. 5034/BNV-CCVC requesting ministries, branches, ministerial- level agencies, government agencies, People's Committees of provinces and centrally run cities to coordinate and deploy a number of contents to synchronize data on the National Database on cadres, civil servants and public employees to meet the requirements of the new organizational model and 2-level local government and to match data with the National Database on population; connect and synchronize data with the Database on party organizations, party members, cadres and civil servants according to Plan No. 02 KH/BCĐTW.
This document clearly stated that, in order to ensure the maintenance of the "correct - sufficient - clean - alive - unified - shared" operation of the National Database on cadres, civil servants and public employees in state agencies, connecting with the National Database on population and the Database on Party members, civil servants and public employees according to Plan No. 02-KH/BCĐTW, the Ministry of Home Affairs requested branches, ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities (hereinafter referred to as ministries, branches and localities) to coordinate in implementing the following 4 contents.
Firstly, review, evaluate the current status and select software/databases of ministries, branches and localities.
Second, make adjustments and upgrades to the software/database of ministries, branches and localities to meet the requirements of the new organizational model and two-level local government.
Third, update and correct data of cadre, civil servant and public employee records according to new work units and location information.
Fourth, synchronously deploy the National Database on cadres, civil servants and public employees.
However, as of September 8, only 16 agencies had submitted reports as requested and 9 agencies had synchronized data with the National Database on cadres, civil servants and public employees with a very limited number of records.
This reality shows that ministries, branches and localities have not really paid attention to updating and synchronizing data on cadres, civil servants and public employees under their management, and have not met the required progress. Meanwhile, the National Database on cadres, civil servants and public employees is an important component to form a modern public personnel management platform, serving administrative reform and national digital transformation.
To maintain and effectively exploit the National Database on cadres, civil servants and public employees, the Ministry of Home Affairs emphasizes the requirement that units must match data with the National Database on Population and synchronize with the Database on Party organizations, Party members, cadres and civil servants.
The principles for building and operating the National Database on cadres, civil servants and public employees are "correct - sufficient - clean - alive - unified - shared", ensuring connectivity, accuracy and regular updates. This is also a requirement from the Central Steering Committee and the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.
In this second urging document, the Ministry of Home Affairs requested ministries, branches and localities to focus on immediately implementing 3 groups of tasks.
Firstly, fully implement the requirements in Official Dispatch No. 5034/BNV-CCVC dated July 11, 2025, send a report to the Ministry of Home Affairs (for agencies that have not yet reported); at the same time, report and provide information on the status of construction and implementation of the database and information system on cadres, civil servants and public employees to the Ministry of Home Affairs before September 19, 2025.
Based on information and implementation reports of ministries, branches and localities, the Ministry of Home Affairs will synthesize and report daily on the implementation status to the Central Steering Committee and the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.
Second, urgently upgrade and adjust software/database to meet the new organizational model and 2-level local government, integrate with APIs to synchronize unit organization trees and profile data APIs of the National Database on cadres, civil servants and public employees as instructed in Document 5034/BNV-CCVC dated July 11, 2025; synchronize data to the National Database on cadres, civil servants and public employees regularly and continuously, requiring digital signatures to approve data for synchronization to the National Database on cadres, civil servants and public employees.
Third, for agencies that have not yet connected and synchronized the National Database on cadres, civil servants and public employees, to ensure technical readiness, it is recommended that local ministries and branches conduct synchronous testing of 1-10 records on the National Database on cadres, civil servants and public employees according to API M51, completing the testing work before September 19, 2025.
According to the Department of Civil Servants and Public Employees (Ministry of Home Affairs), the National Database on Cadres, Civil Servants and Public Employees was built to centrally and uniformly manage the cadres, civil servants and public employees nationwide. This is a tool to help State agencies accurately and promptly grasp the personnel situation; serving the work of planning, recruiting, arranging, training, fostering and evaluating the team.
Completing and synchronizing the National Database on cadres, civil servants and public employees not only contributes to improving the effectiveness and efficiency of state management of cadres, civil servants and public employees but is also an important step in the process of administrative reform, building a digital government and digital administration.
With the current progress, the Ministry of Home Affairs affirms that it will continue to closely monitor and report daily to the Central Steering Committee and the Government Steering Committee. Ministries, branches and localities need to be more urgent and determined to complete the requirements on time, contributing to the construction of a synchronous and modern national data system, serving transparent and effective personnel management.
The national database on cadres, civil servants and public employees has been built and put into operation. Officially launched in December 2022, this database manages information on profiles and personal histories of cadres, civil servants and public employees serving state management, related to changes in job positions, ranks, grades, etc.
In terms of scope, the database connects, shares, collects and records of cadres, civil servants and public employees in the central and local government agencies (excluding cadres, civil servants and public employees of the Party, Youth Union, Fatherland Front and socio-political organizations assigned by the Government), connects with the National Population Database and moves towards the Party member, civil servant and public employee database.
The National Database on Cadres, Civil Servants and Public Employees is currently operating and maintaining connections between the civil servant and public employee management system from the grassroots level to the National Database on Cadres, Civil Servants and Public Employees on the national data integration and sharing platform NDXP.
Latest statistics show that the Ministry of Home Affairs has coordinated with the Ministry of Public Security to match 1,365,761 records of cadres, civil servants and public employees from the National Database of Cadres, Civil Servants and Public Employees with the National Database of Population out of a total of 1,436,507 approved records.
Currently, 12/34 localities and 3/28 ministries, ministerial-level agencies, and government agencies (except the Ministry of Public Security and the Ministry of National Defense) update and correct data on cadre, civil servant, and public employee records on the system.
The Ministry of Home Affairs is coordinating with ministries, branches and localities to transfer data on cadres, civil servants and public employees according to the two-level local government model.
