The document stated: Based on the reflection on difficulties and obstacles in implementing a number of administrative procedures (AP) related to export, investment, production and business newly decentralized to localities in the news program of Vietnam Television, VietnamNet Electronic Newspaper and a number of reflections and recommendations from enterprises, Permanent Deputy Prime Minister Nguyen Hoa Binh has the following direction:

Ministries and ministerial-level agencies urgently review, complete, standardize, announce and fully publicize regulations on administrative procedures related to production and business activities that have been decentralized and delegated to localities, especially administrative procedures related to the export of products and goods under the management of the Ministry of Health, the Ministry of Agriculture and Environment , and the Ministry of Industry and Trade (such as: Issuance of certificates of origin of goods, certificates of free circulation, certificates of food safety for exported goods of plant origin, issuance of certificates of eligibility for the production of animal feed for export, etc.), to be completed before July 31, 2025; at the same time, provide guidance, inspection, supervision and support to localities in the initial stage of receiving decentralized tasks, ensuring the smooth and effective implementation of administrative procedures, without congestion or interruption, affecting the export of products and goods, investment, production and business activities of people and enterprises.

Localities immediately deploy newly decentralized administrative procedures to ensure smoothness and efficiency.

The Deputy Prime Minister requested the People's Committees of provinces and centrally run cities to proactively review and immediately implement new tasks and administrative procedures decentralized from the central to local levels, especially administrative procedures related to the export and import of products and goods; assign specialized agencies and units to receive, inspect and process newly decentralized administrative procedures such as: granting food safety certificates for export, certificates of origin of goods, free circulation licenses, certificates of eligibility for animal feed production for establishments exporting to foreign markets, etc., to be completed before July 31, 2025; promptly handle difficulties, obstacles and bottlenecks arising during the implementation process, especially issues related to personnel arrangement, business processes, equipment and inter-sectoral coordination; In cases beyond authority, synthesize and report to the Ministry or ministerial-level agency for handling according to authority or report to competent authority for handling, absolutely ensuring that there is no congestion or interruption, affecting the export, import, investment, production and business activities of people and enterprises.
