Completing the plan to arrange commune-level administrative units

By the end of April 21, the People's Councils of districts and communes in Quang Ninh had completed organizing meetings to approve their local arrangement plans, with high approval from delegates. This is an important step demonstrating seriousness, responsibility and high unity in the entire political system, in order to effectively implement the major policies of the Party and State.

According to the project to rearrange administrative units in Ba Che district, 7 administrative units of the district and 2 administrative units of Ha Long city, Dong Son and Ky Thuong, will be rearranged into 3 new administrative units. In which, Ba Che town, Thanh Son commune and Nam Son commune will be merged, named Ba Che commune; Dap Thanh, Thanh Lam and Ky Thuong communes will be merged, named Ky Thuong commune; Luong Minh commune and Dong Son commune will be merged, named Luong Minh commune.

Based on the proposed plan, the People's Committees of communes and towns have stepped up information and propaganda; posted voter lists and organized voter consultations to ensure publicity and transparency. Thereby, creating a very high consensus among voters in the entire district, with the number of voters agreeing to the establishment of a new administrative unit reaching 98.58%, and agreeing to the name of the new administrative unit reaching 94.87%.

Based on the opinions of voters, the People's Councils of 9 communes and towns and the People's Council of Ba Che district organized a special People's Council meeting to consider, discuss and vote on the policy of rearranging commune-level administrative units. With a serious spirit, responsibility and high consensus, 100% of the People's Council delegates of communes and towns and the People's Council delegates of the district voted to pass the resolution in favor of the policy of rearranging commune-level administrative units in the area.

Vice Chairman of the People's Council of Ba Che town Doan Trong Hieu said: The locality actively participated in discussions and contributed opinions at the meeting. Many important issues were raised, from ensuring people's rights, arranging staff and civil servants after the merger... Delegates believe that the merger of commune-level administrative units is a necessary and correct step in the current context. Although there will be certain difficulties in the initial stage, in the long term, it will help streamline the administrative apparatus, reduce overlap, improve operational efficiency and create more favorable conditions for people in administrative transactions".

In Van Don, according to the project to arrange commune-level administrative units, Van Don Special Zone will be established on the basis of maintaining the status quo of the district and ending the operation of 12 commune-level administrative units. After establishment, Van Don Special Zone will have an area of ​​about 2,171.33 km 2 , of which the natural land area is 583.92 km 2 , the sea area is 1,587.41 km 2 ; population size is 53,904 people.

Throughout the process from collecting voters' opinions to thematic meetings of the People's Councils of 12 commune-level units and the District People's Council, the number of votes in favor reached 100%. This affirms the high consensus and unity in perception and action of the entire political system, each cadre, party member, and people in the area on the policy of rearranging commune-level administrative units.

Deputy Secretary of the District Party Committee, Chairman of the People's Council of Van Don District To Van Hai said: The Resolution on approving the policy of establishing Van Don Special Zone was passed at the 29th Session of the 20th District People's Council with high consensus and unanimity, demonstrating the great determination and sense of responsibility of the District People's Council delegates in implementing the major, historic policy of the Party and State on the organization of administrative units. This is a policy with a strategic, long-term vision, a comprehensive reform of the apparatus with the aim of improving the effectiveness and efficiency of government operations to better serve the people and promote sustainable socio -economic development.

By the end of April 21, all district-level localities in the province had completed People's Council meetings to approve the project to rearrange commune-level administrative units, ensuring compliance with the province's plan. All implementation steps were in accordance with procedures and regulations, with high consensus among cadres, civil servants, public employees, voters and people. People's Councils at both levels issued resolutions approving the project to rearrange administrative units in the area.

After the district-level People's Council voted to approve the project to rearrange commune-level administrative units, the district-level People's Committee continued to complete the documents and procedures to submit to the provincial People's Committee to synthesize and develop a master plan for the whole province and submit to the provincial People's Council for consideration and approval at the 26th Session - the thematic session of the 14th provincial People's Council scheduled to take place on April 28. After the provincial People's Council approves, the province will submit to the Government and send to the Ministry of Home Affairs for appraisal before May 1, 2025.
