Hanoi: Preventing the use of high technology to defraud and appropriate property

Agencies, units and people need to strengthen prevention of fraud and property appropriation using high technology.

The Hanoi People's Committee has just planned to implement Official Dispatch No. 29/CD-TTg dated April 3, 2025 and continue to implement Official Dispatch No. 139/CD-TTg dated December 23, 2024 of the Prime Minister on strengthening and promoting the prevention and handling of activities using high technology in cyberspace to fraudulently appropriate property.

The plan aims to enhance the role and responsibility of leaders, ensure that there is no passivity or delay in handling crimes; clearly assign responsibilities, strengthen coordination between departments, branches and sectors; ensure synchronous and continuous implementation, linked to daily work...

Accordingly, the city's functional forces will strengthen inspection, supervision, and strictly handle violations, with no "no-go zones". At the same time, they will innovate propaganda work, focusing on popularizing criminal tricks to raise people's vigilance.

At the same time, review legal regulations and propose amendments to shortcomings in areas that are vulnerable to exploitation, such as finance, telecommunications, e-commerce, and personal information; improve the effectiveness of inter-sectoral coordination, especially in verifying and recovering fraudulent assets.

The city's authorities have also stepped up investigations and handling of fraud gangs, organized online trials as a deterrent; cooperated internationally, especially with countries that have fraudulent activities targeting Vietnamese citizens; invested in technology, trained staff, and enhanced the capacity of cybercrime prevention and control forces.

To do this well, the City People's Committee assigned the City Police to take the lead in combating, investigating, coordinating prevention, and propagating the implementation of good prevention and handling of activities using high technology in cyberspace to defraud and appropriate property.

The Hanoi Capital Command monitors and coordinates with the City Police to handle violations involving national defense factors related to the above content.

The Department of Culture and Sports directs the information system to propagate to people to proactively prevent the use of high technology in cyberspace to defraud and appropriate property.

The Department of Science and Technology coordinates to standardize information and coordinates with network operators to prevent fraudulent messages/calls.

Department of Industry and Trade strengthens control of e-commerce, anti-fraud.

The Department of Education and Training educates students and teachers about preventing high-tech fraud.

The Department of Finance inspects financial activities, capital contributions, and cleans business data.

The City People's Committee also requested the State Bank of Region 1 to disseminate the above content to customers, especially the elderly; at the same time, identify and authenticate account information; strictly control suspicious transactions; coordinate with the City Police in blocking violating accounts...
