Hanoi urgently reviews and immediately relocates parking lots under bridges

On September 4, after the fire at the parking lot under Vinh Tuy Bridge, the Hanoi Department of Construction issued an official dispatch assigning the Traffic Infrastructure Maintenance Board to preside over and coordinate with the winning contractors for road management and maintenance to review all management and use of road safety corridors under their management, especially the temporary use of roads and sidewalks for other purposes; ensuring that roads and sidewalks are not used for purposes contrary to regulations.

At the same time, coordinate with Hanoi City Police, People's Committees of communes and wards to promptly handle cases of encroachment, occupation, and illegal use of road safety corridors and road land in violation of the law; take responsibility if they exist in the management and use of road safety corridors and road land, threatening the safety of road works in the area; do not let fires related to road infrastructure occur; report the results of the review to the Department of Construction before September 15.

Coordinate with the Traffic Police, the Social Order Administrative Police and the Fire Prevention and Fighting Police to inspect, detect and strictly handle cases of using traffic infrastructure in violation of fire prevention and fighting regulations, including the use of underpasses as illegal parking lots.

Along with that, the Hanoi Department of Construction assigned the Traffic Infrastructure Management Department to review and propose solutions to immediately relocate parking lots out of the road infrastructure protection area (if any) before October 30; review the list of roads and streets eligible for temporary use of part of the roadway to keep road vehicles to advise the Hanoi People's Committee to approve adjustments in September 2025 to ensure compliance with current regulations.

Many areas under road bridges in Hanoi have become car parking lots.

Previously, on August 30, a fire broke out, burning hundreds of motorbikes at a parking lot under Vinh Tuy Bridge. Immediately after the incident, the Ministry of Construction issued a directive requiring the Chairmen of the People's Committees of provinces and cities to immediately relocate the parking facilities out of the protected area of road infrastructure (if any) before October 30, 2025.
