Removing obstacles in the field of internal affairs

The Department of Home Affairs has just established a Working Group to implement the 2-level local government model (abbreviated as Working Group 4916) to inspect, grasp the situation, promptly handle or propose to handle difficulties and problems related to the field of home affairs at the commune level.

Directly inspecting the People's Committees of Thanh Hung and Hoa Hung communes, Working Group 4916 found that the communes basically operated smoothly, promptly perfected the organizational apparatus to perform tasks, ensuring uninterrupted state management activities and serving the people. The Public Administration Service Center arranged its headquarters in an easy-to-find location; equipment and working facilities were fully equipped, meeting the needs of applying information technology in state agency activities. Through inspection, a number of records received, processed and returned results were in accordance with regulations; there were no complaints or recommendations from people and businesses.

The People's Committees of Thoai Son, Phu Hoa, Oc Eo, Dinh My, Vinh Trach, and Tay Phu communes said that the implementation process still has problems in organizing the apparatus, managing the payroll; recruiting, using and managing civil servants and public employees; implementing policies and regimes for people with meritorious services; receiving and handling administrative procedures; strengthening security and order forces at the grassroots level... At the same time, they proposed solutions to improve the effectiveness of implementing the two-level local government.

Deputy Director of the Department of Home Affairs Truong Long Ho said: “Through inspection, we understand that localities still have many difficulties and obstacles in performing their tasks, due to increased pressure on the workload of communes; limitations in human resource management capacity and internal affairs. The system of facilities and information technology infrastructure is not yet synchronized; there is a lack of horizontal coordination mechanism between communes...”.

In addition, Working Group 4916 received many complaints about the lack of specific regulations on decentralization and delegation of power to the People's Committee of the commune in the field of internal affairs, especially on decentralization and delegation of power in the management of cadres, civil servants and public employees. Some tasks still require opinions or approval from superiors, causing delays in implementation. The implementation of the model of Party cell secretary and hamlet chief being held by 2 individuals (instead of holding concurrent positions as before) has no new instructions, so the arrangement of non-professional workers in hamlets is still difficult. At the public administrative service center, the system operates slowly, errors arise due to speeding up the transfer of household registration data and processing large attachments; it is recommended that functional units urgently fix the problem so that the system can soon stabilize...

After the inspection, many problems were resolved. The Department of Home Affairs issued an official dispatch to the provincial departments, branches, and People's Committees at the commune level to comment on the draft on decentralization of recruitment, use, and management of civil servants under the management authority of the Provincial People's Committee. The Department of Home Affairs has completed the draft documents and submitted them to the Provincial People's Committee for promulgation.

Some commune officials and civil servants wish to return to school to participate in teaching (currently working at the Department of Culture and Society ). The Department of Home Affairs said that the Chairman of the People's Committee at the commune level has the authority to transfer commune officials to work at public service units under the management of the People's Committee at the same level. Regarding the lack of a decision on the official allocation of staffing quotas for communes after the administrative unit reorganization, the Department of Home Affairs has issued official dispatches requesting agencies, units and commune-level People's Committees to report on the staffing situation after the reorganization. Based on this report, the Department of Home Affairs will synthesize and submit it to the Provincial People's Committee for submission to the Provincial Party Committee and the Standing Committee of the Provincial Party Committee for comments according to regulations.

Mr. Truong Long Ho noted: “The field of internal affairs has many important tasks, so localities are requested to pay attention to implementing regulations correctly; closely follow related work, especially management, use, recruitment of civil servants, public employees, and non-professional workers. Currently, there are many changes in job positions, it is necessary to do a good job of managing records of cadres, civil servants, payroll, checking civil servant records... At the same time, localities are requested to continue to pay attention to directing and operating the 2-level local government in a stable and smooth manner; promptly reflect difficulties, problems and make recommendations and proposals to the Department of Internal Affairs and related sectors and levels for synthesis, resolution or recommendation for handling according to authority”.
