Inspection and maintenance of rural clean water projects are carried out periodically to ensure effective operation of the projects.
Recently, the Vietnam Agriculture Newspaper published an article titled “Rural clean water supply: A mess!” about the current situation of rural clean water supply at projects managed by the Tuyen Quang Clean Water Center. The article pointed out the difficulties and problems in management and operation, basically reflecting the current reality.
However, the article's title "tangled as a thread" can easily cause misunderstandings and is subjective because it does not clearly state the full situation of rural clean water supply in the whole province, because besides the difficult situation, the direction to remove the remaining bottlenecks is currently being effectively implemented.
When receiving management, operation and exploitation of the works, the Center advised the Provincial People's Committee to use the capital source of the Program to expand the scale of rural sanitation and clean water based on results, borrow capital from the World Bank (WB) to renovate, upgrade and repair 29 construction sites, increasing the number of sustainable works to 29 works, an increase of 12 works compared to the time before receiving.
At the same time, liquidate assets of 11 inactive works that are no longer capable of being renovated or repaired according to Decision No. 105/QD-UBND dated April 3, 2024 of the Provincial People's Committee. As of September 30, 2024, the Center is managing and operating 82 works (sustainable operation: 29 works; relatively sustainable operation: 6 works; unsustainable operation: 39 works; inactive: 8 works).
Overcoming difficulties to provide clean water for the people.
For unsustainable projects, the Center has made a plan to propose to competent authorities to consider allocating funds to carry out investment in renovation and repair expected in the period of 2026-2030 and report to the Department of Agriculture and Rural Development for synthesis. The Department has sent Document No. 1994/SNN-KH to the Department of Planning and Investment to propose to the public investment portfolio for the period of 2026-2030.
For inactive projects that cannot be renovated or repaired, and people have other water sources to use, the Department is continuing to complete documents and procedures to report to the Provincial People's Committee for consideration and permission to liquidate according to regulations.
The budget deficit due to insufficient revenue to cover expenses, including the annual advance funding, has led to many difficulties for the Center in managing and exploiting rural water supply projects, a reality that has been occurring in recent years.
Currently, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to issue plans to improve the efficiency of investment, management, use and exploitation of concentrated rural water supply works in the province; plans to ensure safe water supply in rural areas in Tuyen Quang province for the period 2021-2025; plans to implement the National Strategy on clean water supply and rural sanitation in Tuyen Quang province until 2030, with a vision to 2045.
Regarding investment in renovation and repair of works approved by the People's Council of Tuyen Quang province in Resolution No. 42/NQ-HDND dated October 8, 2024 on the Medium-term Public Investment Plan using state budget capital for the period 2026-2030, Tuyen Quang province, on that basis, the Department of Agriculture and Rural Development will direct the Center to annually propose funding for implementation in the coming period.
Regarding support for clean water price subsidy, the Department of Agriculture and Rural Development issued Document No. 1670/SNN-TL dated August 1, 2024 on resolving the request of the Clean Water Center to the Provincial People's Committee to report difficulties and problems and request the Provincial People's Committee to consider directing the Department of Finance to urgently appraise and submit to the Provincial People's Committee for approval of clean water price support funding in 2021 and 2022 as requested by the Center.
In the coming time, the Department of Agriculture and Rural Development will continue to advise on the contents of the state management function on centralized clean water supply in rural areas, promptly grasp difficulties and problems to propose to the Provincial People's Committee to direct the implementation to ensure effectiveness, suitable to the local situation.
