Removing "bottlenecks" for investment projects in Nghi Son

(Baothanhhoa.vn) - Nghi Son Economic Zone (KKTNS) is in the process of synchronously investing in technical and social infrastructure to welcome large domestic and international capital flows. In particular, public investment projects play a role in "opening the way", creating clean land funds, connecting traffic, upgrading urban capacity, promoting investment attraction in industrial parks, services and seaports. However, currently, many key public investment projects in this area are still facing persistent "bottlenecks", from site clearance (GPMB), legal problems to the implementation capacity of contractors.

Construction of the North-South Expressway Connection Project, National Highway 1A to Nghi Son Port.

According to the report of the Management Board of the Economic Zones and Industrial Parks of the province, in 2025, the unit was assigned a public investment capital plan of VND 84.08 billion for 14 projects and planning projects. As of mid-June 2025, the disbursed capital reached VND 28.9 billion, equivalent to 34.4% of the plan, and is expected to reach about 50% by the end of June as required by Directive No. 02/CT-UBND. However, the disbursement progress has not yet met expectations in many large projects. For example, the coastal road project connecting Highway 513 with the coastal road of Nghe An province has not yet been able to disburse because it is waiting for the Department of Finance to advise and approve the remaining volume related to landslide and rockfall treatment. The East-West Road 4 project (from Truong Lam commune to the North-South Expressway) is still waiting for the People's Committee of Nghi Son town to approve additional compensation decisions to organize site clearance payments. Notably, in Nghi Son, the Dynamic Urban Development Project - Tinh Gia Urban Sub-project has a total investment capital of more than VND 2,300 billion, of which the WB loan is VND 1,199 billion. Although it has been implemented for many years, many items are still unfinished. In 2025, the project's public investment capital was assigned VND 102 billion, but as of June, the disbursement only reached 7.9%. The main reasons are the delay in site clearance, cumbersome legal procedures, and lack of coordination, causing many items to not be implemented...

Another key project, the North-South Expressway Connection Project, National Highway 1A to Nghi Son Port, is in a similar situation. Route 1 has only handed over 7.8/10.4km; Route 2 has handed over 1.6/3km, accounting for about 63%, leading to construction interruptions. Many sections of the route had no access roads when handed over, and some technical infrastructure such as electricity, telecommunication cables, and water have not been moved out of the construction area. With the Road 513 Drainage System Project (total capital of nearly 100 billion VND), most of the original construction volume has been completed, but the additional volume of 250m of canal has not yet selected a contractor, causing the disbursement value to only reach more than 17 billion VND (19.6% of the plan).

According to the Management Board of Investment and Construction Projects in the Economic Zone and Industrial Parks, most public investment projects in the Economic Zone are facing difficulties in site clearance, mainly due to lack of counterpart funds and new land policies. Accordingly, when the 2024 Land Law comes into effect, it will no longer support 50% of residential land prices for plots of land with gardens and ponds, causing many households to disagree, delaying the payment and relocation process. In addition, the arrangement of small or incomplete site clearance capital also causes compensation work to stagnate even though the plan has been approved. In addition, some contractors lack determination to implement, do not concentrate human resources and machinery, leading to slow construction, leading to problems in disbursement and capital coordination. In many cases, payment documents are not completed, and re-bidding must be done because the contractor's capacity does not meet the requirements, affecting the progress of the entire project...

Faced with the above situation, the unit has proposed that the Provincial People's Committee provide specific instructions for each project. For the Dynamic Urban Development Project - Tinh Gia Urban Sub-project, the unit recommends that Nghi Son town be directed to complete site clearance before June 30, 2025 to speed up construction progress; at the same time, arrange an additional VND 172.9 billion from the provincial budget before June 10, 2025 to meet the conditions for extending the WB loan agreement.

In terms of policy, the committee also recommended that the Provincial People's Committee unify the direction to handle the problems in compensation for garden plots within the same residential plot. For contractors who are behind schedule, it is necessary to implement measures to handle the project according to the contract and revoke the project. At the Highway - National Highway 1A to Nghi Son Port connection project, the unit recommended that the Provincial People's Committee direct Nghi Son town and Nong Cong district to speed up site clearance and relocate existing technical infrastructure works. Particularly for the 2 raw water pipes affecting line 2, it is necessary to soon have a unified plan to continue implementing the next steps.

Investment projects in Nghi Son area are under the management and progress of Working Group No. 2 of the Provincial People's Committee on disbursement of public investment capital plan in 2025. To overcome the above difficulties, the Department of Finance - the standing agency of the Working Group, has proposed that the Provincial People's Committee assign the Department of Agriculture and Environment to urgently complete a plan to resolve projects that are stuck in land acquisition and clearance, ensuring consistent pricing, transparency of land origin, and limiting the situation of the same project but applying multiple prices at different times and policies. At the same time, investors are required to closely coordinate with localities, quickly review existing problems, complete inventory and payment work to promptly hand over clean land. This is a key condition to accelerate the disbursement of public investment capital, especially for large-scale projects using international loans.

It is expected that with synchronous, drastic and specific solutions in site clearance work, especially the urgent participation of localities and functional agencies under the direction of the Provincial People's Committee, the long-standing difficulties will soon be resolved. When the problems related to land, technical infrastructure and investment procedures are completely resolved, the progress of implementation and disbursement of public investment capital in 2025 in Nghi Son area will be significantly improved. Not only ensuring the target of capital disbursement on schedule, accelerating the progress of key projects is also a prerequisite for putting strategic infrastructure into operation, promoting the leading role in attracting investment, promoting industrial - urban - service development in the province's leading economic zone.
