Disbursement of public investment capital: Requires determination to complete the goal

By 2025, Dong Nai aims to disburse 100% of public investment capital. However, the province's public investment disbursement rate is still quite limited. This requires the authorities responsible for disbursing public investment capital to take more drastic action to achieve the target.

Land is still a big barrier

According to the Department of Finance, the total public investment capital of Dong Nai province in 2025 is more than 34.5 trillion VND. As of June 30, this total capital in the area has been disbursed more than 7.1 trillion VND. Thus, to complete the disbursement target of reaching 100% of the capital plan, in the last 6 months of the year, Dong Nai must race to disburse more than 27.4 trillion VND.

Deputy Director of the Department of Finance Phan Trung Hung Ha assessed that the province's disbursement results in the first half of 2025 have not met expectations. There are many reasons affecting this result of the province in the past time such as: difficulties in site clearance, supply of construction materials, contractor capacity... In which, the biggest "barrier" is identified as difficulties in site clearance.

Currently, in the province, there are many large projects such as: Upgrading Provincial Road 25B; Construction of Provincial Road 25C; Road to Ong Keo Industrial Park... that have not yet completed site clearance.

According to the Department of Finance, of the total public investment capital in the province in 2025, more than 34.5 trillion VND, up to now, the capital has been assigned to the Provincial Construction Investment Project Management Board, the Provincial Land Fund Development Center and project management boards, and regional land fund development centers, more than 24 trillion VND.

Deputy Director in charge of the Provincial Land Fund Development Center Mai Phong Phu said that the unit and its regional branches are participating in site clearance for more than 300 projects in the province, so the workload is very large. To speed up the site clearance process to serve the implementation of projects, the Provincial Land Fund Development Center is sending a draft regulation on coordination in implementing this work to get opinions from 95 communes and wards in the province.

According to the Department of Finance, after implementing the two-level local government model, in order to ensure uninterrupted disbursement of public investment capital, the Provincial People's Committee issued decisions to establish the Provincial Construction Investment Project Management Board, the Provincial Land Fund Development Center and 22 regional project management boards.

"Units must receive projects and immediately focus on implementation to promote disbursement of public investment capital" - Mr. Phan Trung Hung Ha suggested.

Determine the capital disbursement rate according to each time frame

The Provincial Construction Investment Project Management Board is one of the units assigned a large source of public investment capital in 2025.

Specifically, according to Dinh Tien Hai, Deputy Director in charge of the Provincial Construction Investment Project Management Board, in 2025, the total public investment capital that the unit was assigned to plan is more than 9 trillion VND. Up to now, the disbursement rate of the board's capital has reached about 15%. Explaining the low capital disbursement rate, Mr. Dinh Tien Hai said that in the total capital of more than 9 trillion VND that the unit was assigned to plan, there was more than 5 trillion VND of central capital allocated for the Gia Nghia - Chon Thanh Expressway Project. This capital source was only assigned from May 2025, so the disbursement rate is not high.

"The Provincial Construction Investment Project Management Board commits to disbursing all allocated capital in 2025," said Mr. Dinh Tien Hai.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said that in order for the province to successfully achieve the target of double-digit economic growth in 2025, the disbursement of public investment capital plays a very important role. In the disbursement of public investment capital, the Project Management Boards and the Land Fund Development Center are the "core" forces. The success or failure in the disbursement work, as well as in putting the works into use on time and with the right quality, largely depends on the capacity, sense of responsibility and initiative of the Project Management Boards and the Land Fund Development Center.

"Therefore, project management boards and Land Fund Development Centers must demonstrate a spirit of determination, daring to do and taking responsibility" - Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized.

To complete the capital disbursement target in 2025, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Department of Finance to review and determine the capital disbursement rate according to the time frames of August 31, November 30 and December 31.
