The Government issued Decree No. 238/2025 regulating policies on tuition fees, exemptions, reductions, tuition support, support for learning costs and service prices in the field of education and training. In which, it details 14 groups of students who are exempted from tuition fees.
In addition to the 14 groups of students exempted from tuition fees, the Government stipulates that some other groups receive a 50-70% reduction.
Groups eligible for 50% tuition reduction: Students whose parents have had work-related accidents or occupational diseases receive regular benefits.
The groups of subjects receiving a 70% tuition reduction are as follows:
Students studying traditional and special arts in vocational education institutions, public and private universities with training in culture and arts including: Traditional opera musicians, Hue traditional musicians, Southern amateur music, opera actors, folk performing arts, ca tru art, bai choi art, traditional musical instrument performance.
Students majoring in royal court music, opera, tuong, cai luong, dance, circus; some arduous, toxic, dangerous professions...
Students who are ethnic minorities (except for very small ethnic minorities) and who themselves and their parents have permanent residence in a particularly disadvantaged village/hamlet, a commune in region III of ethnic minorities and mountainous areas, or a commune in a particularly disadvantaged commune in coastal and island areas.
The Government also stipulates the subjects eligible for tuition support including:
Preschool children, general education students, and general education program learners (students studying the regular education program at lower secondary level and students studying the regular education program at upper secondary level) in non-public and private educational institutions in the national education system.
Postgraduate students with master's, doctoral, level I specialist, level II specialist, resident physician specializing in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation at private educational institutions in the health sector.
In addition, the decree also stipulates that from the 2025-2026 school year, all preschool children and primary school students will be exempted from tuition fees at public institutions. This is a new highlight in Decree 238/2025/ND-CP, which was recently issued by the Government on September 3, 2025, along with tuition support policies for students at private schools and many regulations to encourage the development of high-quality human resources.
The Decree consists of 6 chapters and 29 articles regulating tuition fee framework, tuition fee collection and management mechanism, tuition fee exemption, reduction and support policies, support for study costs in educational institutions in the national education system and service prices in the field of education and training.
Regulations on tuition fee framework (floor - ceiling) or tuition fee ceiling of all levels and tuition fee roadmap inherit the provisions of Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP.
The goal is to ensure stable tuition policy, create initiative and convenience for learners, educational institutions and management agencies, and at the same time implement a roadmap to gradually compensate for salary costs, direct costs, management costs and depreciation of fixed assets, and other costs according to regulations of the law on prices.
In addition to inheriting previous regulations, Decree 238/2025/ND-CP supplements and provides specific guidance according to Resolution No. 217/2025/QH15: (1) exempting tuition fees for preschool children, primary school students, and students studying general education programs at public educational institutions; (2) supporting tuition fees for preschool children, primary school students, and students studying general education programs at private educational institutions at a level prescribed by the Provincial People's Council, but not exceeding the tuition fees of private educational institutions.
