The dialogue was co-chaired by Comrade Nguyen Dinh Trung, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Comrade Truong Cong Thai, Vice Chairman of the Provincial People's Committee. Also attending were representatives of Department II - Government Inspectorate , Central Citizen Reception Committee, leaders of functional departments and agencies and many representatives of households in the project area.

The Pan Lam - Ko Sier residential area infrastructure construction project has a total area of 6.55 hectares, under the detailed planning established by Buon Ma Thuot City. The project affects the land use rights of 136 households (with 89 households having their entire land revoked and 47 households having part of their land revoked to expand Y Ni Ksor road), of which 102 households have settled down and built solid houses in this area.
At the dialogue, the Provincial Inspectorate announced Inspection Conclusion No. 57/KL-TTr dated June 26, 2025, pointing out a series of violations in the process of preparing and implementing project planning. Specifically, specialized agencies have not fully collected opinions from the community; have not synthesized and explained disagreements to report to competent authorities; the number of opinion ballots has not met the requirements according to legal regulations.

Notably, the area of residential land to be renovated according to the detailed planning scale of 1/500 approved in 2013 has decreased by 1.19 ha compared to the planning scale of 1/2,000 in 2007. This has led to the need to reclaim more land, directly affecting the lives of many households, increasing compensation costs and the total investment of the project. In addition, the People's Committee of Buon Ma Thuot City has granted construction permits and land use right certificates to a number of cases that are not in accordance with the planning and legal regulations. There are cases where the purpose of land use from agricultural land to residential land is allowed to be changed contrary to the approved planning.
The above shortcomings have given rise to complaints that have lasted for more than 10 years, making people frustrated because they have not been granted red books, have not been able to change land purposes, and cannot build stable housing.
At the dialogue, people continued to reflect on many existing problems: compensation and support levels are still low, not enough for stable resettlement; seriously degraded traffic infrastructure has not been renovated; requests to change land use purposes for on-site settlement...

In response to the people's legitimate opinions, the provincial leaders and departments have seriously listened and fully recorded them. Vice Chairman of the Provincial People's Committee Truong Cong Thai emphasized that the province will continue to review the planning and recalculate implementation options to harmonize the common development interests and the legitimate rights of the people.
In his concluding remarks, Provincial Party Secretary Nguyen Dinh Trung requested the Provincial Inspectorate to publicly announce the Inspection Conclusion so that people can understand it clearly. The Provincial People's Committee needs to direct relevant departments and branches to promptly implement the contents of the conclusion. From July 1, 2025, when implementing the two-level local government model, the Tan Lap ward government (new) must proactively approach, clearly define responsibilities and properly implement the Inspection Conclusion.
The Provincial Party Secretary also emphasized the strict handling of the violations mentioned, such as: allowing the transfer and change of land use purposes against the planning; granting construction permits in violation of regulations; organizing the collection of residents' opinions in a non-transparent manner; shirking responsibility in the process of handling petitions... Assign the Department of Home Affairs, the Provincial Party Committee's Inspection Commission, and the Provincial Party Committee's Internal Affairs Commission to study and advise on handling the responsibilities of relevant individuals and groups in accordance with legal regulations.
“Governments at all levels must work with a spirit of openness, openness, transparency, ensuring progress, compliance with the law and close supervision by the people. All decisions must put the legitimate interests of the people alongside the goal of sustainable development,” emphasized Provincial Party Secretary Nguyen Dinh Trung.
