Proposal to apply 'zipper' rule to merge lanes to reduce traffic congestion

Speaking for the second time before the National Assembly about the proposal to pilot the alternating lane entry rule for some areas according to time frames, delegate Nguyen Van Canh said that this rule will help reduce traffic congestion.

This morning, June 23, the National Assembly discussed a draft resolution on the mechanism for handling difficulties and problems caused by legal regulations.

The draft stipulates three criteria for determining difficulties and obstacles. The first is that the provisions are contradictory or overlapping within the same legal document or between legal documents. The second is that the provisions of the legal document are unclear, unreasonable, and unfeasible, causing difficulties in applying and implementing the law. The third is that the provisions of the legal document create a burden of compliance costs; limit innovation, creativity, and the development of new business models, the release of resources, and the promotion of economic growth and international integration.

Delegate Nguyen Van Canh (Binh Dinh) said that "just clearing resources and promoting economic growth is not enough, but it is necessary to regulate the effective use of resources, contributing to economic development".

Mr. Canh said that a competitive economy also depends on the country's logistics capacity. Developing logistics helps to facilitate the flow of goods, increase imports and exports, promote economic growth and create many job opportunities.

The National Assembly has amended the Road Traffic Law and the Road Traffic Order and Safety Law to improve logistics capacity. However, delegates acknowledged that some contents have not been updated from the traffic systems of developed countries to perfect Vietnam's traffic, one of which is the lane merging rule.

"The lane merging rule I proposed is a non-financial solution but is very effective, because it helps improve the efficiency of using the country's infrastructure. People can go to Google and type in the phrase ' the best way to merge during congestion ' . Google's AI will synthesize and notify 'merging according to the zipper rule (the alternating rule) is the most effective'.

This rule helps reduce traffic congestion, allows vehicles to move more smoothly and quickly, and reduces driver frustration because everyone will have their turn in order without having to jostle. This method creates fairness when everyone only spends the same amount of time to go through the congestion point, helping to arrange the time to go to school, work, play... accurately," the delegate analyzed.

Modeling the rule to avoid traffic jams when merging cars according to the "zipper rule"

He cited that many US states have researched and applied this rule with the result that traffic jams have been reduced by 40-50%, and in Europe, some countries also consider this rule as law.

"I have been driving for more than 20 years in Vietnam, driving for many years in Hanoi , Ho Chi Minh City, and Da Nang, so I understand the causes of traffic congestion. It is partly due to the awareness of drivers, partly due to the overload of personal vehicles when there is not enough public transportation system, and the rest is due to the way traffic is organized," Mr. Canh shared.

Delegates proposed that the Government pilot the alternating lane entry rule for some areas with time frames that are currently congested due to traffic bottlenecks, to see the effectiveness.

From the above practice, there are cases where the law needs to be adjusted quickly to remove obstacles due to unforeseen legal developments. Therefore, Mr. Canh proposed that the resolution should be revised to: "The provisions of legal documents create a burden of compliance costs; limit innovation, creativity, development of new business models, new methods, unlocking resources, effectively using resources, promoting economic growth and development, and international integration".

Add content related to human rights restrictions

Meanwhile, delegate Nguyen Thi Thuy (Bac Kan) proposed to supplement and clearly stipulate that the special mechanism in this resolution will not be applied to the content related to the restriction of human rights, citizens, crimes, penalties, and judicial proceedings.

This means not giving the Government and the National Assembly Standing Committee the authority to amend laws and resolutions of the National Assembly on this issue. The reason is that this is an issue directly related to the political life of people, related to guilt or innocence, imprisonment or not imprisonment, related to activities of arrest, release, and release... These issues must be discussed and adjusted by the National Assembly.

In fact, according to Ms. Thuy, these legal areas have not been bottlenecks that have hindered the country's economic development.

Regarding the handling principles, Ms. Thuy proposed that the handling of difficulties and problems must ensure constitutionality and consistency to avoid amendments that cause difficulties and problems in legal documents.

The delegate also proposed that the National Assembly pass the resolution, and the resolution will take effect immediately upon its passage so that agencies have enough time to focus on reviewing and removing legal bottlenecks.
