Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that the Steering Committee is currently in charge of 120 key projects, requiring members of the Steering Committee to be very active, serious, and implement "correct and accurate" solutions, contributing to completing projects on schedule and with quality, contributing to promoting rapid and sustainable growth.
The Prime Minister stated that public investment is a driving force for private investment; key projects open up new development space, open up inter-provincial, inter-regional, inter-regional, and inter-national connections, increase land value, reduce traffic congestion, enhance logistics capacity, and create a “bright, green, clean, and beautiful” environment.

The Prime Minister expressed concern that despite actively removing many difficulties and obstacles, the disbursement rate of public investment capital has not met expectations, while this year's requirement is to disburse 100% of public investment capital, and at the same time, the people's expectations are greater. Therefore, the Prime Minister requested ministries, branches and localities to review the work with a more "speedy and bold" spirit.
Recently, we have had experience in quickly implementing key projects, so we need to actively speed up the work of the projects. If the projects are put into operation early, it will save capital, bringing great benefits to the state and the people.
The Prime Minister emphasized that the lesson is to have the spirit of daring to take responsibility, working with a spirit of impartiality, transparency, for the country and for the people.

The Prime Minister requested provinces, cities, and Project Management Boards to learn from good experiences from recently implemented projects, further accelerate projects, and know how to mobilize resources; resolutely request localities to take responsibility for site clearance, with the spirit that the Central Government will strongly decentralize to localities.
The Prime Minister requested that some localities be more resolute and implement projects more vigorously, and that contractors must mobilize more manpower, machinery, and equipment to quickly implement projects; hoping for a spirit of daring to think, daring to do, self-reliance, and self-improvement, without waiting or relying on others.
The Prime Minister reiterated that this term has reduced the number of public investment projects, thereby reducing the spread of projects, while increasing the concentration of resources to speed up projects. This brings benefits to the people and to development. The Prime Minister stated that localities that invest well in infrastructure will have good double-digit growth.
The Prime Minister stated that strategic infrastructure development is one of the Party's three strategic breakthroughs, so ministries, branches and localities need to be more proactive and accelerate to complete investment in the construction of key projects.

According to the Ministry of Construction , regarding site clearance and construction material mine allocation: implementing the direction of the Prime Minister, Deputy Prime Minister, and Head of the Inspection Team, localities have made efforts and actively implemented; up to now, the site clearance, mine allocation, and capacity increase of construction material mines have been basically completed, meeting the construction schedule. However, there are still some tasks that have not been completed on schedule.
Regarding construction implementation: To date, the country has 2,476km of expressways (an increase of 208km compared to the inauguration date on April 19, 2025). The Ministry of Construction and localities are making efforts to implement the construction of the remaining 733km of 22 projects/component projects, of which: The Ministry of Construction is the managing agency of 11 projects/component projects with a length of 444km; the progress is closely following the plan to complete by the end of 2025.
Localities are the managing agencies of 11 projects/component projects with a length of 289km: the progress of 5/11 projects is following the set plan, the remaining 6 projects with a length of about 158km are still slow (Component projects 3 and 5 of Ho Chi Minh City Ring Road 3, Component project 1 of Bien Hoa-Vung Tau, Tuyen Quang-Ha Giang expressways, Component project 1 An Huu-Cao Lanh).

For the Huu Nghi-Chi Lang and Dong Dang-Tra Linh projects, it is expected to be open to traffic by the end of 2025, but the large remaining volume is at risk of not meeting the plan.
Regarding the completion of 9 road tunnels on the eastern North-South Expressway: The Ministry of Construction has completed investment procedures for 6 tunnels on the North-South Expressway in the 2021-2025 period and plans to implement them in the form of adding them to the corresponding contracts.
For the remaining 3 tunnels of the North-South Expressway in the 2017-2020 period, the investment implementation time will be shortened to the maximum, and the contractor selection will be completed to start construction at the end of 2025.
Regarding the construction implementation, the Ministry of National Defense, the Ministry of Construction, Hanoi City, Dong Nai Province, Vietnam Airports Corporation (ACV) and Vietnam Expressway Corporation (VEC) have started the projects: Ca Mau-Cai Nuoc, Cai Nuoc-Dat Mui Expressway, traffic road to Hon Khoai Island, Hon Khoai Dual-Use Port, Dau Giay-Tan Phu Expressway, Component Project 3 of Hanoi Ring Road 4, Component Project 1 of Gia Nghia-Chon Thanh Expressway, expansion of Ho Chi Minh City-Long Thanh Expressway, Ca Mau Airport on August 19, 2025.

Investors and contractors are making efforts to implement projects closely following the set plan, however, progress in some projects is still slow:
The Chau Doc-Can Tho-Soc Trang and Hoa Binh-Moc Chau projects are still slow in progress and need to be resolutely implemented according to the set plan.
Some new projects started in the first 6 months of 2025 such as Ho Chi Minh City-Thu Dau Mot-Chon Thanh, Gia Nghia-Chon Thanh Component Project 2 and 3, Ninh Binh-Hai Phong but implementation is slow, the construction volume is only focused on site clearance, building camps, service roads and completing construction drawings.
Long Thanh International Airport Project: Component Project 1 (headquarters of management agencies) and Component Project 2 (works serving flight management) are being implemented in line with the plan to complete before December 31, 2025. Component Project 3 (essential works): total value of completed volume is 40,316 billion VND, reaching 50.73%. Passenger Terminal Package 5.10 has completed the installation of steel structures at the terminal wings and central area; the volume value reaches 53.7%.
However, package 4.8 (internal port traffic and technical infrastructure) is still behind schedule. Component project 4 (other works): 5/6 priority investment items have been implemented, the remaining 1 item of ground technical commercial service project No. 1, the EPC contractor is developing the construction drawing design documents. Investors are committed to basically completing before December 19, 2025.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that ministries, branches and localities need to continue promoting the spirit of implementing projects, the spirit of the August Revolution to carry out larger, symbolic and century-old projects. The central and local levels work together, all must accelerate and break through with the idea of attacking, nothing is impossible, the important thing is to be determined to do and know how to do; with a new spirit, new thinking, new methodology, more urgent, more effective, more sustainable; with the spirit of all for the country, all for the people, "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss doing, not retreat", "don't say no, don't say difficult, don't say yes but don't do", said is done, committed must be done, done, done brings specific, measurable results.
The Prime Minister directed ministries, branches, localities, investors, contractors, relevant agencies and units to focus on resolving legal issues, investing in equipment, human resources and resources to focus on implementing construction, striving to complete ahead of schedule as committed, and soon put works and projects into operation and use.
All levels and sectors strictly implement the policy of decentralization and delegation of power "locality decides, locality acts, locality takes responsibility"; focus on removing institutional barriers, cutting down cumbersome administrative procedures for people and businesses.
Project implementation is based on the spirit of "3 yeses" and "2 noes", in which "3 yeses": Yes to the State - Yes to the people - Yes to the businesses, harmonious benefits, shared risks and "2 noes": No corruption, negativity - No loss or waste of people's assets, efforts and money.
The Prime Minister requested that each individual and project participant promote self-reliance, self-strengthening, dare to think, dare to do, be proactive, timely, not wait, rely on others, innovate methods, ways of thinking, ways of doing to complete assigned tasks. Promote the spirit of mutual support, large enterprises support small enterprises, encourage local enterprises to grow stronger, rise up to undertake larger projects; promote the spirit of solidarity, strengthen coordination between agencies in the political system; seek support and participation of the people; launch emulation movements, create an enthusiastic working atmosphere, portray good people, good deeds on the construction site; implement timely rewards but strict discipline, ensure the progress, construction quality, labor safety as set out; resolutely fight corruption, negativity, waste.
Regarding key tasks, the Prime Minister requested to complete and exceed the target of putting into operation 3,000km of expressway, opening the expressway from Cao Bang to Ca Mau and more than 1,700km of coastal road in 2025; at the same time, ensuring the basic completion of the Long Thanh International Airport project in 2025.
Directing a number of specific tasks, regarding investment preparation procedures, the Prime Minister requested the provinces of Nghe An, Quang Tri, Quang Ngai, and Cao Bang to be proactive in implementing and completing pre-feasibility study reports to submit to competent authorities for approval of investment policies for the Vinh-Thanh Thuy, Cam Lo-Lao Bao, Quang Ngai-Kon Tum, and Bac Kan-Cao Bang expressway projects, to be completed in December 2025.
Hanoi city and Bac Ninh and Gia Lai provinces speed up the preparation and approval of feasibility study reports for the Gia Binh airport connecting road project and the Quy Nhon-Pleiku project, to be completed in December 2025.
The Ministry of Construction speeds up the approval of the project and starts the construction of the Ho Chi Minh City-Trung Luong-My Thuan expressway expansion project in the fourth quarter of 2025. Ho Chi Minh City and Lam Dong province speed up the selection of investors, contractors and related procedures to start the Ho Chi Minh City-Moc Bai and Tan Phu-Bao Loc projects in the fourth quarter of 2025.
Regarding site clearance, Ho Chi Minh City and the provinces of Dong Nai, Lang Son, Tuyen Quang, Quang Tri, Can Tho, An Giang, and Ca Mau need to seriously implement the Prime Minister's instructions and promptly hand over the remaining sites of projects scheduled to be completed in 2025, in September 2025. The provinces of Quang Ngai, Khanh Hoa, Lam Dong, and Dong Nai urgently speed up the handover of sites for rest stop projects on the eastern North-South Expressway, to be completed no later than September 2025.
Regarding construction materials, the Prime Minister requested to urgently submit a Government Resolution on a number of specific mechanisms and policies to remove current difficulties and obstacles. Regarding construction organization, the Ministry of Construction, localities, and agencies managing projects under construction will review and update the progress of projects to direct investors and contractors to supplement human resources, equipment, increase construction teams, and organize "3 shifts, 4 teams" to speed up progress to ensure completion on time, especially for projects scheduled to be completed in 2025.
The Prime Minister especially noted a number of projects that need to be urgently completed according to the set schedule, including the Cao Bang-Lang Son and Chau Doc-Can Tho-Soc Trang expressways; traffic projects connecting Long Thanh airport and runway 2 of Long Thanh airport; noted that investors must ensure quality, environmental sanitation, and labor safety in accordance with regulations, not to ignore or shorten technological processes and procedures for the sake of progress, choose materials that do not meet standards, and cause environmental pollution and labor safety at the construction site...
