
In the period of 2020 - 2025, the state budget collection in Hai Phong city and Hai Duong province (old) continuously recorded impressive marks. These outstanding results not only reflect the strong recovery and development of the local economy, but also create great momentum for the new Hai Phong city to become a bright spot, leading the country in growth.
Record breaking
In 2021, despite being heavily affected by the COVID-19 pandemic, budget collection in Hai Phong city still achieved an impressive result of VND 95,600 billion, up 24% compared to the Central estimate and up 13.3% over the same period last year. Of which, revenue from import-export activities reached VND 57,800 billion, up 21.4%; domestic revenue reached VND 36,600 billion, up nearly 12%. In Hai Duong province (old), 2021 is also considered a "record year during the pandemic" when total budget revenue reached VND 20,812 billion, exceeding 60% of the estimate. Of which, domestic revenue reached VND 18,404 billion, exceeding nearly 68% of the target.
From 2022 to 2024, Hai Phong will maintain a spectacular growth momentum in budget revenue, continuously surpassing the 100,000 billion VND mark each year. Specifically, in 2022, the city's budget revenue will reach more than 106,600 billion VND, ranking in the top 3 localities with the highest revenue in the country. Of which, domestic revenue will reach 38,368 billion VND (120.9% of the estimate), import-export revenue will reach more than 68,300 billion VND, far exceeding the assigned target. By 2024, the city's total budget revenue will reach its highest level ever, reaching 118,255 billion VND. Of which, revenue from import-export will be nearly 67,300 billion VND (up 16% over the same period), reaching 118% of the target. Domestic revenue reached 50,068 billion VND, ranking third in the country after Ho Chi Minh City and Hanoi , equal to 133.2% of the central budget estimate.
Hai Duong province (old) also recorded strong growth in the same period. In 2022, the province's total budget revenue reached nearly 20,100 billion VND, exceeding the estimate by 30%. Notably, in 2024, the province's budget revenue reached 30,774 billion VND for the first time, of which domestic revenue reached 26,154 billion VND, up 36.1%; revenue from import and export reached 4,371 billion VND, up 46.1%.
In the period of 2021 - 2025, Hai Phong's total budget revenue reached more than 543,600 billion VND, an average increase of 7.06%/year, of which domestic revenue increased by 9.27%/year. Hai Duong province (old) recorded a total revenue of 125,994 billion VND, an average increase of 13.3%/year; domestic revenue increased by 13.9%/year.
According to Director of the Department of Finance Nguyen Ngoc Tu, the outstanding budget revenue results are clear evidence of the sustainable development of the two localities' economies before the merger. From this source of revenue, the two localities have the conditions to invest heavily in socio-economic infrastructure, contributing to improving the quality of life of the people. This is also the driving force for the new Hai Phong city to break through and grow in the next phase.
Motivation to break through

The 2020-2025 term of the Hai Phong City Party Committee as well as the old Hai Duong province has encountered many difficulties due to the complicated and unpredictable developments in the world and domestic situation, especially the COVID-19 pandemic, storm Yagi... Both Hai Phong and Hai Duong (old) have firmly determined that budget collection is a key task. Localities have synchronously implemented many solutions, such as: improving the investment environment, creating favorable conditions for businesses, increasing the collection of seaport infrastructure fees, recovering tax debts, preventing revenue loss from petroleum activities, mineral resources, transfer pricing, and illegal use of invoices.
An important factor contributing to Hai Phong's increased budget revenue is the National Assembly's issuance of resolutions on special financial mechanisms. In 2021, Resolution 35/2021/QH15 allowed Hai Phong to be rewarded with 70% of the excess revenue from import-export activities. At the 9th session of the National Assembly (15th tenure), Resolution 226/2025/QH15 was passed, replacing Resolution 35, continuing to maintain the special financial-budgetary mechanism for the city. Accordingly, the central budget will target Hai Phong to supplement 70% of the increased revenue from import-export, creating conditions for the city to invest in infrastructure, improve competitiveness, and ensure social security.
According to the Draft Political Report submitted to the 1st Hai Phong City Party Congress, term 2025 - 2030, the city sets a target of reaching VND 245,500 billion in budget revenue by 2030, of which domestic revenue will reach VND 122,000 billion. To realize this goal, the city has proposed a series of key solutions. Specifically, strengthening budget revenue and expenditure discipline, assigning tasks and reasonable adjustment rates to local levels; effectively exploiting new revenue sources from land, resources, and public housing; stepping up the fight against revenue loss, transfer pricing, and trade fraud. The city has also comprehensively implemented specific mechanisms approved by the National Assembly, especially in state financial and budget management, mobilizing all legal resources for development investment, and clearing growth bottlenecks.
Recently, speaking at the working program of the National Assembly's Economic and Financial Committee with the city, comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee affirmed that the city is determined to exceed the budget revenue of VND 165,000 billion in 2025, an increase of 11.9% compared to the estimate assigned by the Central Government.
With impressive results in budget collection, Hai Phong city after the merger is affirming its role as an economic locomotive in the Northern region. This is not only a testament to the outstanding efforts of the political system and business community, but also a solid foundation for the city to make a strong breakthrough in the period of 2025 - 2030.
After the merger, Hai Phong's budget collection continued to set records. By the end of August 2025, the city collected 131,252 billion VND, equal to 88.39% of the estimate assigned by the City People's Council and increased by 28.52% over the same period in 2024. Of which, domestic revenue reached 100.4% of the central budget estimate and 90.2% of the target, an increase of nearly 40% over the same period.
