Can I open a bank card with a blurred ID card?

Clause 7, Article 1 of Circular 02/2019/TT-NHNN amending Circular 23/2014/TT-NHNN guiding the opening and use of payment accounts at payment service providers issued by the State Bank of Vietnam , stipulates:

* For personal payment accounts:

a) Application for opening a payment account is made according to the form of the bank or foreign bank branch where the account is opened and in accordance with the provisions of Clause 1, Article 13 of this Circular;

b) Valid citizen identification card or identity card or passport, birth certificate (for individuals who are Vietnamese citizens under 14 years old), entry visa or documents proving visa exemption (for individuals who are foreigners) of the account owner;

c) In case an individual opens a payment account through a guardian or legal representative, in addition to the documents specified in Points a and b, Clause 1 of this Article, the payment account opening file must also include the citizen identification card or valid identity card or passport of the guardian or legal representative and documents proving that person's legal representative status with respect to the account owner.

According to the above regulations, individuals over 14 years old must have a citizen identification card or identity card when opening a bank account. The law does not have specific regulations on what kind of citizen identification card or identity card is required to open an account.

However, if the ID card number is unclear and does not ensure accuracy and confidentiality, the bank has the right to refuse. In addition to the general provisions of the law, many banks may have their own regulations for each specific case.
