FROM ASSOCIATION TO “SMART VILLAGE”
Tan Thuan Tay - a typical mango growing area of Dong Thap province, once faced many difficulties due to traditional farming methods. However, in just a few years, this place has transformed strongly, becoming a model for applying technology and innovative thinking in agriculture and life.

Nowadays, when coming to Tan Thuan Tay, visitors will experience vast mango gardens, especially the famous Cat Chu mango variety. Mr. Le Hoang Tung, Director of Tan Thuan Tay Mango Cooperative proudly said: "Tan Thuan Tay now, in addition to 500 hectares of mangoes cultivated in the direction of spreading crops, VietGAP, organic... to both adapt to the market and link production to increase value, people also proactively do community tourism, promote local resources and apply science and technology to life".
All of these achievements originated from the Farmers' Association model - a unique feature of Dong Thap province. This is where people sit together, share experiences, knowledge and find solutions to common problems. It is from the foundation of the Associations that the Project of Building a "Smart Village" was chosen by the Central Government and Dong Thap province to be a pilot project in Tan Thuan Tay.
Tam Que Hoi Quan was established in 2017, the first Hoi Quan in Tan Thuan Tay. At first, it was not easy to mobilize people to participate, because the habit of working hard for individual production was ingrained. However, thanks to the active mobilization, support and companionship of the government, along with the efforts of the people to change, everything gradually became regular.
The club currently has 45 members, meeting regularly on the 20th of every month with the participation of commune leaders, cooperatives, businesses and scientists. These meetings are not only a place to exchange information on science and technology, production linkages, markets or decent agriculture but also a space to strengthen the relationship between villagers and neighbors.
From the effectiveness of Tam Que Hoi Quan, the old Tan Thuan Tay commune has developed two more Hoi Quans, Thuan Tan and Nhan Tan, creating a solid foundation for the birth of a "Smart Village". Accordingly, the Project "Research on building a model of "Smart Village" developed from the Farmers' Hoi Quan in Dong Thap province" (National-level technology application and development research project) is managed by the Ministry of Science and Technology; chaired by Ho Chi Minh City University of Technology - Vietnam National University; The project is implemented at Thuan Tan Hoi Quan and Tam Que Hoi Quan of Tan Thuan Tay commune (old Cao Lanh city), from November 2020.
WHERE TECHNOLOGY CONNECTS PEOPLE
According to Mr. Dang Van Nhung (Bay Nhung), the "Smart Village" model in Tan Thuan Tay is a synthesis of experiences from many countries such as Germany, Korea, India and developed on the solid foundation of Dong Thap Farmers' Associations.

The model deploys a series of smart technology systems, bringing practical benefits such as: Security and order surveillance camera system on inter-hamlet roads; environmental monitoring system; automatic irrigation system for agricultural production; smart public lighting system. All of these systems have been put into operation, effectively supporting people in production and daily life.
Mr. Le Hoang Tung, Director of Tan Thuan Tay Mango Cooperative, shared: Tan Thuan Tay “Smart Village” aims for sustainable development. All activities related to the production environment, living environment, economic development, technology, innovation and management are demonstrated through software, creating an ecosystem connecting the community, government and businesses.
The large database system of the “Smart Village” is considered the “heart” for developing services, connecting many advanced solutions. Using science, technology and artificial intelligence, these data will analyze local advantages to best promote production value, life, and culture on a digital platform. All information and data on land, environment, seasons, and markets are integrated and easily accessed via smartphones, helping people manage and make effective decisions.

Dong Thap has identified the “Smart Village” model as an important foundation for close cooperation between the government and farmers. Therefore, in recent times, the province has continuously consolidated and improved this model. To date, the province has developed 153 Associations with a total of 7,883 members.
Notably, 40 agricultural cooperatives have been established on the basis of the Association Halls. The core spirit throughout the model is diligence, self-reliance, cooperation, connection and mutual support among members.
In Tan Thuan Tay, the Assembly Halls also strongly develop community tourism models, exploiting the value of local resources. People in Tam Que Assembly Hall restore traditional occupations such as: popping green rice, making traditional cakes, fishing, etc.
Thuan Tan Hoi Quan is famous for its model of “Going to Tan Thuan Tay to take care of your friends”, while Nhan Tan Hoi Quan focuses on garden tourism with mango garden experiences and country cuisine. According to Cao Lanh Ward People’s Committee, the current income of local people is over 70 million VND/person/year, but the ultimate goal of the locality is not only income, but also to build Tan Thuan Tay into a livable countryside, where every resident always feels peaceful, happy and proud.
With steady steps and foresight, Tan Thuan Tay “Smart Village” is not only a successful pilot model but also spreads innovation, creativity and aspiration to rise up.
