Joining hands to build a new era in An Giang - Part 3: 3 breakthroughs, the key to opening the door to the future

The Draft Political Report of the 1st Provincial Party Congress, term 2025 - 2030 (Draft Political Report) identifies 3 strategic breakthroughs, namely developing the marine economy, completing infrastructure and promoting digital transformation. These are the "3 golden keys" to open the door to rapid and sustainable development, making An Giang a fairly developed province in the country by 2030.

The breakthroughs have been clearly identified, success will come when political determination is concretized into practical, effective, focused and key actions.

Breakthrough from sea, island to border

An Giang after the merger will not only have a rich river delta but also possess a long coastline, many gateways to the world and strategic border trade routes. The draft Political Report aims to build An Giang into a strong marine economic center of the country, with Phu Quoc as the development engine, spreading to Rach Gia, Ha Tien and other coastal areas.

This direction is not new, but the vision has been significantly enhanced. The province not only exploits the advantages of sea and island tourism but also focuses on fisheries economy, high-tech marine farming, seaport services and logistics. In particular, the province combines the marine economy with the border economy to form a closed value chain. An Giang border gate economic zone and the system of international and national border gates will become centers for trading goods and services, contributing to ensuring national defense and security in border areas.

In the past 5 years, the maritime economy and border trade have made progress such as: Coastal infrastructure has been improved, some fishing ports and tourist ports have been upgraded; seafood exports have maintained a stable growth rate; tourism in Phu Quoc, Ha Tien, and Rach Gia has recovered quickly after the pandemic, contributing greatly to the budget. However, as the draft Political Report pointed out, infrastructure connectivity in coastal areas and border areas is still limited; the sea-border value chain is not really synchronized.

Uncle Ho once said: “Our silver sea is owned by our people”. This saying not only refers to rights, but also to the responsibility of reasonable exploitation, associated with the preservation of the ecological environment. When the marine economy and border trade are developed systematically, with a long-term vision, An Giang will have a strong and sustainable growth momentum.

Infrastructure breakthrough and digital transformation

The draft Political Report clearly identifies the completion of a synchronous, modern socio-economic infrastructure, connecting the province with the inter-regional and international areas. Priority has been given to key projects such as the Chau Doc - Can Tho - Tran De port expressway; the Ha Tien - Rach Gia - Bac Lieu route; upgrading Phu Quoc and Rach Gia airports; and a multi-purpose port system serving import, export, tourism and logistics.

Infrastructure is the backbone, but in the digital age, the backbone must be accompanied by a smart “brain”. Therefore, digital transformation is considered a breakthrough with a “golden opportunity” for An Giang to break through. The draft sets a target that by 2030, the digital economy will contribute over 30% of the province’s GRDP; all online public services will reach level 4; shared digital data will be connected and interconnected from the province to the grassroots level.

Initial results have been achieved, such as 100% of provincial government agencies have deployed electronic documents; more than 90% of administrative procedures are eligible to be performed online; some localities such as Chau Doc, Long Xuyen, Phu Quoc are piloting smart cities, applying security surveillance cameras, tourism management, and natural disaster warning. In the economy, many cooperatives and enterprises have applied IoT and blockchain technology in tracing the origin of agricultural products and aquaculture.

Uncle Ho once advised: “Whatever is beneficial to the people, we must do our best”. Good transport infrastructure helps people travel conveniently, goods circulate quickly; effective digital transformation helps people access public services easily, reduce costs, and save time. Those are the most specific and practical benefits for people to see, believe in, and support.

In short, the three breakthroughs of marine economy, synchronous infrastructure, and digital transformation are not just on paper. The key lies in decisive and synchronous action and knowing how to choose priority steps, doing from easy to difficult, from focus to large scale. When the Party's will matches the people's will, the combined strength will be maximized and An Giang can completely open the door to a new era of development: modernity, sustainability, and deep integration.
