The new province after the merger faces turning point opportunities to open up many development spaces, making a breakthrough to become a centrally-governed city by 2030.
Mr. Nghiem Xuan Thanh - Member of the Party Central Committee, former Secretary of Khanh Hoa Provincial Party Committee - was appointed by the Central Committee to hold the position of Secretary of the new Khanh Hoa Provincial Party Committee for the 2020-2025 term.
Mr. Tran Quoc Nam - Chairman of the People's Committee of Ninh Thuan province - holds the position of Chairman of the People's Committee of Khanh Hoa province for the 2020-2025 term.
VietNamNet reporter had an interview with him about the pressures, beliefs, solidarity spirit as well as new actions to bring Khanh Hoa province to breakthrough development in the coming time.
As the person appointed by the Prime Minister to be the new Chairman of Khanh Hoa province with a larger development space but also heavy responsibility, how do you feel when taking on this responsibility?
- First of all, I would like to thank the Party, the State, the Government and the Prime Minister for trusting and entrusting me with this great responsibility. I feel very honorable, but at the same time I am also aware that honor always comes with responsibility.
Khanh Hoa province is a locality with a special strategic position and many potentials, such as: the longest coastline in the country (490km), the national highway 1 system, 4 UNESCO heritages and more than 200 large and small islands. This is both a potential and a challenge for us to build the locality into a leading economic and cultural center of the sea and islands.
My first feeling was to appreciate the achievements of previous generations, the tireless efforts of the people and the business community that have built a developed Khanh Hoa as it is today. After that, I thought about how to be worthy of that trust, and bring real results to the people and the locality.
Surely you have prepared an action program to run the new province in the coming time. Can you share your priorities when taking over the position of Chairman of Khanh Hoa Provincial People's Committee?
- When taking on the task, I clearly determine that each officer, especially the head of local government, must prepare himself with full knowledge, spirit and courage to be ready to shoulder the assigned responsibility.
I do not bring a pre-made program from elsewhere but bring a spirit of listening, connecting and serving seriously. I always maintain a serious, open-minded and highly responsible attitude in implementing work.
The first requirement I set is to grasp the work quickly, carry out tasks smoothly and effectively, and bring practical benefits to the people.
The first priority is to stabilize the organizational structure after the merger, ensuring that all activities run smoothly and without interruption. Next is to review major plans, especially those for coastal urban development, transport infrastructure, marine economy, high-quality tourism, etc.
At the same time, the province will review all potentials, advantages and strategic plans to create a "new mindset" for a developing Khanh Hoa, especially when there is more momentum from the merger.
I will also work with the provincial leadership to clarify each development potential of the two old localities (Ninh Thuan, Khanh Hoa), so as not to miss any potential.
Being the new Chairman of Khanh Hoa Provincial People's Committee will certainly be very different from the previous Chairman of Ninh Thuan Province, and there will be no small amount of pressure, sir?
- Each locality has its own characteristics, and pressure is everywhere, only different in scale, speed, and expectations. When I was Chairman of Ninh Thuan Provincial People's Committee, I learned many valuable things, flexibility in management, how to put people at the center of policy, and always be steadfast in pursuing long-term goals.
In Khanh Hoa, the scale and challenges are bigger, so we need to be more courageous. I believe that if there is consensus from the whole system and trust from the people, nothing is impossible to overcome.
We do not see the merger as simply the addition of administrative units. The merger of two localities will open up new development space, new opportunities, with expanded regional, industry, and regional linkages.
If we can complete the planning well and implement the development strategies of key economic sectors in a systematic and feasible manner, we can completely achieve the major goals of economic development and investment; build a strong government, and solve social, health, education, and cultural issues.
The overarching goal is: to serve people and businesses better; turn challenges into opportunities, turn opportunities into new motivations, new resources for building and developing Khanh Hoa into a rich, modern and civilized locality, firmly entering the new era; turn Khanh Hoa into a centrally-governed city by 2030, with the foundation of a modern administration, a dynamic economy, a civilized and humane society.
With 5 years as Chairman of Ninh Thuan province, how will you apply your experience and knowledge in operating and managing a small province to a large province?
- The pressure is certain. The new Khanh Hoa province is not only large in area, population, and economy, but also large in expectations. But I also have a foundation for confidence. With more than 30 years of working in the state administrative apparatus, I have held positions from the foundations to the provincial level, from technical expertise to executive leadership.
Ninh Thuan used to be a particularly difficult province, but we have gradually made the province make breakthroughs, especially in the fields of renewable energy and high-quality tourism. It is the experiences in a locality with difficult economic conditions like Ninh Thuan that have taught me many profound lessons. How to turn difficulties into creative motivation? How to make the government closer to the people, talk less and do more? Those are the things I always worry about.
I think, for any locality, the problem lies in implementation, how to bring the policy into life.
At the same time, I do not think that small provinces have no reference value for large provinces. On the contrary, the limited resources force us to always think and struggle to find solutions to overcome difficulties. Those experiences are valuable assets, helping me to train my courage, patience and the spirit of action to the end.
But I also understand that nothing big can be done alone. The power to create change comes from the unity and determination of the entire system - from the province to the groundswells, from the government to the people. That is the foundation for effectively implementing important policies and guidelines in the current period.
In handling work, the Provincial Party Committee set 4 very specific goals for "Paperless Government associated with staff assessment measured by KPI" in Resolution No. 01-NQ/DU dated July 4.
The province also launched a 30-day emulation movement to implement the themes “Paperless Day” and “Paperless Working Week”. If this is completed well in all administrative agencies, from communis to the province, public service efficiency will increase dramatically and people's trust will be strengthened.
Currently, Khanh Hoa is being assigned by the Central Government many special mechanisms, but the duration is only 5 years. If we do not take advantage of every day, every hour, we will miss the golden opportunity. We cannot let the mechanism expire and still "fumble around discussing" and not taking action.
What are the challenges that you, the leaders and staff of the province must overcome during this period?
- The biggest challenge is the “waiting” mentality during the transition period from the old administrative structure to a new, larger, more complex model. Some people will worry about their job positions, about new assignments, about development opportunities… But if we cannot overcome this period with a sense of responsibility and faith in the future, we will lose many opportunities.
Therefore, maintaining internal solidarity and inspiring innovation in the team is both a challenge and a mission of the leader.
When merging 2 or 3 provinces into one, what many people worry about most is that many leaders still have the mentality of "my people, your people"?
- I understand and share this concern. But I believe that if we truly take the common good as the priority, put national interests and people's interests above all else, then gradually, those psychological barriers will be removed. Regional psychology and moods will be overcome to move towards a broader mindset and vision, for a prosperous and prosperous Khanh Hoa.
As Chairman of the Provincial People's Committee, I pledge to be fair and transparent, with no forbidden zones, no "my people or your people". My point of view is to hire people for the job, not for their background.
According to you, what are the strengths to help Khanh Hoa develop rapidly in the coming time?
- Khanh Hoa has a strategic geopolitical position, with full infrastructure for road, air, waterway and railway traffic, connecting smoothly in the North - South and East - West directions. This is a great opportunity for Khanh Hoa to become an important hub of the national logistics chain, perfectly assuming the role of transiting goods and energy for the entire South Central Coast - Central Highlands - Southeast region.
The province also has a revolutionary tradition, gentle and dynamic people, converging all the elements of favorable weather, favorable terrain, and favorable people to ensure strong and outstanding development. With all these, the people of the province deserve to enjoy a high, peaceful and happy standard of living.
Based on the specific mechanisms and policies issued by the Central Government, what the province needs to do now is to have strong determination, apply policies flexibly and creatively, and organize implementation thoroughly.
We will focus on developing Khanh Hoa into an international sea tourism and service center; a high growth pole of the country in terms of marine economy, high-tech industry, renewable energy, science and technology, innovation, digital transformation, human resource training and high-quality healthcare services when synchronizing planning, policies and resources. I believe Khanh Hoa will make a breakthrough.
As a Forestry engineer and PhD in Forestry, how will you apply your strengths to the direction and management of the province?
- Forestry teaches me perseverance, ecosystem thinking, long-term assessment and sustainable development. I love green, not just forests but the green of sustainable development.
In management, I always look at the problem in a comprehensive way, linking sectors and placing the harmonious development between economy, society and environment as the foundation. Besides, forest ecosystems, climate change, sustainable livelihoods for people and ethnic areas in mountainous areas are also my concerns.
I think expertise is the foundation, but what is more important is the heart - the heart of a cadre who dares to think, dares to do, and lives up to the responsibility and honor of being entrusted by the Party and the people.
