Protect wildlife
Recently, Cam Lam - Cam Ranh Forest Protection Department has decided to impose an administrative fine of 1.25 million VND on Mr. NAP (in Tan Hai Residential Group, Cam Lam Commune) for violating the State's general regulations on forest protection. Specifically, Mr. P. advertised for the business of forest plants, forest animals and their products in violation of the law for species not listed in Appendix III of the Investment Law. Previously, on August 6, the Center for Nature Education informed the Cam Lam - Cam Ranh Forest Protection Department about this advertising behavior of Mr. P. The Cam Lam - Cam Ranh Forest Protection Department and Cam Lam Commune Police worked with Mr. P., thereby determining: From July 4 to 30, Mr. P. had posted 10 advertisements on social networks to sell endangered, precious, and rare wild animals in Group IIB including: Indian eagle, mountain hawk, red kite and sunbird - which are common forest animals.

In contrast to the above-mentioned act of advertising to sell wild animals, in recent years, many people, upon discovering rare and precious wild animals, have proactively contacted the authorities and local governments to return the wild animals to their natural habitat. According to information from the Hon Ba Nature Reserve Management Board, in the first 6 months of the year, the unit coordinated with the Nha Trang - Dien Khanh Forest Protection Department and the Cam Lam - Cam Ranh Forest Protection Department to release into their natural habitat 4 animals of endangered, critically endangered, precious and rare species listed in the Vietnam Red Book 2007 and the IUCN Red Book, including: 2 small loris, 1 Java pangolin and 1 reticulated python voluntarily surrendered by the people. In addition, every year, the Hon Ba Nature Reserve also coordinates with the authorities to release dozens of wild animals into their natural habitat in the reserve.
In order to protect wildlife, in recent years, the Provincial People's Committee has issued many official dispatches directing the provincial departments, specialized agencies, local authorities and related units to strictly implement regulations on wildlife protection. In particular, the Provincial People's Committee requires agencies, units and localities to strengthen inspection, supervision and strict management of facilities raising wild animals and growing wild plants in the province; organize the implementation for facilities to sign a commitment not to buy, sell, use, consume, display or advertise specimens of wild animals that do not ensure legal origin. Along with that, strengthen inspection and handling of illegal exploitation, hunting, captivity, slaughter, transportation, storage, processing, trading, consumption, advertising, harm and use of wild animals... In addition, the Provincial People's Committee also directed functional agencies to resolutely implement solutions to prevent violations in wildlife protection, including wild birds and migratory birds.
Must comply with the law
According to Mr. Hoang Trung Si - Head of Cam Lam - Cam Ranh Forest Protection Department, from July 1, Circular No. 27/2025 of the Ministry of Agriculture and Environment regulating the management of endangered, precious and rare species; raising common forest animals and implementing the CITES Convention will take effect. Therefore, people need to proactively learn about the provisions of the law before raising and trading in forest animals, especially endangered, precious and rare species. People can contact the local forest protection agency for specific instructions on registration procedures for raising in accordance with regulations. Violations of the management of endangered, precious and rare species; raising common forest animals and implementing the CITES Convention will all be strictly handled in accordance with the provisions of the law.

According to the provisions of Circular No. 27, forest animals in Group IB are endangered, precious, rare species, prioritized for protection, strictly prohibited from exploitation and use of specimens exploited from nature for commercial purposes; forest animals in Group IIB are endangered, precious, rare species, restricted from exploitation and use for commercial purposes. For common forest animals, they are animals belonging to the class of mammals, birds, reptiles, amphibians and not on the List of endangered, precious, rare species (issued with the provisions of Circular No. 27) or species in Appendix I, II of the CITES Convention and animals that are domesticated as livestock according to the provisions of the law on animal husbandry.
According to the leader of Cam Lam - Cam Ranh Forest Protection Department, the raising of endangered, precious and rare animals and common forest animals must strictly comply with the provisions of law on conditions of breeding facilities, registration of breeding facility codes (for endangered, precious and rare species), opening a breeding logbook, carrying out procedures to confirm the list of forest products when buying, selling, transporting, transferring ownership and animal quarantine procedures, proving legal origin. For Group IB animals, people are allowed to trade specimens of breeding origin from generation F2 onwards at facilities that have been granted codes; specimens of Group IIB animals of breeding origin from generation F1 onwards at facilities that have been granted codes and common forest animals on the condition that they ensure the provisions of law related to origin and business conditions according to current laws.
