Mrs. Kpa H'Que (born in 1950, in Ma San village, Ia Pa commune, Gia Lai province) has been disabled since childhood, unable to walk normally, life is very difficult. Her family once received support from the State to build a house under Program 134 but now it is damaged and degraded. When Mrs. H'Que's son (named Kpa Amlot, born in 1971) fell ill, the family had to sell their land and only house to get money for treatment, but still could not survive. Since her son Kpa Amlot passed away, Mrs. H'Que had to welcome her granddaughter and 2 great-grandchildren to live with her in her dilapidated and cramped house. When going to bed, the 4 grandparents and grandchildren had to hang hammocks and spread mats on the floor to have enough space.

Major (now Lieutenant Colonel) Le Dinh Hai asked Mrs. Kpa H'Que while helping her family build a new house.

Lieutenant Colonel Le Dinh Hai shared that he visited Mrs. H'Que's family many times and saw the four grandparents and grandchildren eating rice with salt, sometimes eating instant noodles for meals. Seeing that scene, he felt very sorry and thought he had to do something to support Mrs. H'Que's family. Mrs. H'Que's house was small and severely damaged, so the most important thing was to rebuild a new house with a budget of about 80 to 100 million VND. However, this was a large amount of money compared to his and his wife's income.

“My wife is also a local civil servant, and her family is still facing many difficulties. But I always think that helping people will not cost us anything. If we help people, they will love and help the police force more. I discussed this with my wife, but at first she did not agree because my wife and I had to save for a long time to have this money, in case of illness or when our families need it. But after seeing the pictures of Mrs. H'Que's cramped, dilapidated house, my wife agreed and felt very proud of her husband,” Lieutenant Colonel Le Dinh Hai confided.

When the couple agreed, Lieutenant Colonel Le Dinh Hai reported to the commune leaders and the Steering Committee to implement the demolition of temporary and dilapidated houses to help Ms. H'Que's family according to the plan to dismantle the old house, renovate the front into a living room, build a kitchen and a bathroom, and a closed toilet. The area of ​​the new house is more than 75 square meters , including two bedrooms, a living room and a kitchen, with a total cost of more than 80 million VND.

Mr. Hai and his wife also supported Mr. Kpa Sun's family in Marin 2 hamlet (Ia Pa commune) with 20 million VND to renovate and repair their house; at the same time, Mr. Hai and the unit commander propagated and mobilized the commune police officers and soldiers to contribute 60 million VND and hundreds of working days to help people eliminate temporary and dilapidated houses. Mr. Kpa Sun and the local people told us that Lieutenant Colonel Le Dinh Hai deserves to be a police officer who lives in the hearts of the people. Not only did he wholeheartedly help people eliminate temporary and dilapidated houses, but he also always listened to, understood the thoughts and aspirations of the people, and wholeheartedly served the people.

We learned that from the day he was assigned to be the Chief of Ia Mrôn Commune Police (May 2019) until the merger, Lieutenant Colonel Le Dinh Hai left a strong mark in the National Movement to Protect National Security with creative and effective models, such as: "Youth village without crime and social evils", "Village without weapons, explosives, illegal support tools", "Security and order cameras", "Rmah clan self-manages security and order". Lieutenant Colonel Le Dinh Hai directed the commune police to closely follow the area, persistently propagate and mobilize 23 cases to voluntarily abandon "Dega Protestantism" and mobilize many people to participate in the model "Returning to faith, keeping peace in villages and hamlets". The local police have proactively organized calls and reprimands for cases with criminal records; propagated and educated young people not to violate traffic order and safety. Thereby, the local security and order situation is ensured, crime is reduced; completely eliminating the situation of teenagers drinking alcohol and then driving motorbikes in a zigzag manner, causing disorder...

With outstanding achievements in work, Lieutenant Colonel Le Dinh Hai has been awarded the title of Emulation Fighter at the grassroots level for many consecutive years, and is one of the typical examples of studying and following Ho Chi Minh's ideology, morality and style of the Gia Lai Provincial Police. In 2023, Lieutenant Colonel Le Dinh Hai was awarded a certificate of merit by the Minister of Public Security. In January 2025, he was a delegate to participate in the "Living in the hearts of the people" program to honor exemplary communal police officers and forces participating in protecting security and order at the grassroots level.
