Speaking at the meeting, General Secretary To Lam emphasized that the General Department of Politics is a particularly important strategic advisory agency, responsible for Party and political work in the entire army; this is a field of work with a leading position and role in the Army.
In the new context and new conditions, the General Secretary requested the General Department of Politics of the Vietnam People's Army to actively study and advise on continuing to perfect the Party's leadership mechanism, ensuring the maintenance and continuous enhancement of the Party's absolute and direct leadership in all aspects over the Army and the cause of national defense and protection of the Fatherland.
The General Department of Politics of the People's Army needs to direct the entire army to strengthen solutions to build a politically strong army, closely attached to the people, especially building political and spiritual factors, as a basis for improving the overall quality and combat strength of the army.
The General Secretary noted that, given the rapid and complex developments in the world and the region, building a politically strong Army is becoming more urgent.
In particular, with the emergence of new types of warfare, new combat environments, new strategic spaces, new methods of conducting warfare, especially high-tech warfare, building political and spiritual factors for soldiers becomes especially important...
The General Department of Politics needs to direct the entire army to continue to be proactive and take the lead in protecting the ideological foundation and fighting against erroneous, hostile, and opportunistic political views.
The General Secretary emphasized that the General Department of Politics of the People's Army needs to advise and direct the building of a party organization system associated with building a strong contingent of cadres and party members to meet the increasingly high requirements of the cause of defending the Fatherland.
The Party organization system, command organization and cadre team are the "backbone" of the Army; in which, building a strong Party organization and cadre and party members are the "key" issues. The Party, State and people have great confidence in the cadre and party members in the Army, especially in their loyalty, dedication and willingness to sacrifice for independence and freedom.
Choosing the right cadres with virtue, talent, heart and vision
Faced with the task of building a lean, strong, modern Army and the increasingly high demands of the cause of defending the Fatherland, the General Secretary said it is necessary to continue advising and directing the synchronous implementation of solutions to build a clean, strong Party organization system in the Army with high leadership capacity and combat strength.
At the same time, the work of arranging and assigning cadres to work positions must be carried out carefully, objectively, accurately, strictly following the principle of democratic centralism in cadre work; must select the right cadres with virtue, talent, heart, vision, and high prestige to assume leadership, command, and management positions in agencies and units in the Army and in the national political system.
The General Department of Politics of the People's Army coordinates with the General Staff to effectively carry out strategic advice on military and defense, propose and direct the promotion of solutions to build a modern Army in the coming years, first of all, building modern people.
The General Secretary once again affirmed that with the army, "people first, guns later" must be "modernized before modernizing weapons and equipment".
The General Department of Politics needs to strengthen coordination with the General Staff in building human resources, especially high-quality human resources in the Army; continue to effectively implement the Project "Policy to attract and promote talents for the Vietnam People's Army until 2030, with a vision to 2050".
It is necessary to focus on educating and training "elite and strong" cadres and soldiers in both politics and military; each cadre and soldier must have truly solid political qualities; be good at techniques and tactics, and master new and modern weapons and equipment.
Officers and soldiers also need to have innovative thinking, digital skills and master digital platforms; understand military art and the ability to coordinate operations; have good health and endurance to meet the special requirements of military operations.
The General Secretary requested that the General Department of Politics of the Vietnam People's Army advise the Central Military Commission to well organize Party Congresses at all levels, especially the 12th Party Congress of the Army for the 2025-2030 term.
Each policy and decision of the Congress must be highly feasible, quickly put into practice, thoroughly resolve practical issues; resolutely oppose all formalism in document drafting.
Regarding personnel, the General Secretary requested that the Central Committee's instructions on personnel work and personnel work for Party Congresses at all levels must be strictly implemented; and that high-level personnel must be carefully reviewed to be nominated for election to the next Central Executive Committee.
High-ranking military officials participating in the Central Executive Committee must be truly outstanding officials with high prestige in the entire Party.
The General Secretary requested that the Army Party Congress must be an exemplary congress, setting an example for other Party committees to learn from.
