Prohibit crew members from flying if they have alcohol levels

The Ministry of Transport has just announced the second draft of the Circular amending and supplementing a number of articles of the Civil Aviation Safety Regulations on aircraft and aircraft operations.

One of the notable contents of the draft is that aircraft operators must ensure that all flight crew members have no alcohol concentration in their blood or breath when performing flight missions over Vietnam's territory and report any violations to the Civil Aviation Authority of Vietnam within 24 hours of detecting violations related to alcohol concentration.

Flight crew members are not allowed to perform flight duties when there is alcohol concentration in the blood, breath or when they are dependent on, use or are under the influence of stimulants that affect perception and behavior, which may reduce alertness, capacity and ability to perform tasks to ensure flight safety.

In addition, flight crew members have the right to refuse to perform duties with those who violate these regulations and are responsible for reporting to the aircraft operator when discovering the use of alcohol or stimulants that affect the cognitive behavior of those performing duties on the flight.

Flight crew members must be tested for psychotropic substances when requested by competent state agencies. Failure to comply with the testing regulations of competent state agencies will result in a ban on flights to and from Vietnam.

Airlines are responsible for establishing policies and procedures for closely monitoring and controlling the use of stimulants by pilots. Any violations must be reported immediately to the regulatory authority.

The new circular also applies to foreign airlines operating flights in Vietnam, to ensure fairness and transparency.

The issuance of this Circular is considered an important step forward in improving civil aviation safety in Vietnam. The absolute prohibition of flight crew from using alcohol and other stimulants before flying is necessary to ensure the alertness and high concentration of pilots, thereby minimizing the risk of aviation accidents.

This circular is considered to have many positive impacts. The new regulation will help passengers feel more secure when choosing flights in Vietnam, as pilots must comply with strict health and psychological standards.
