The Ministry of Finance said through the report, localities have implemented plans to arrange, allocate, and handle assets and gradually decided and organized the handling of surplus assets during the process of arranging administrative units; perfected organizations with the function of managing and trading local housing, and the Land Fund Development Center to assign management, exploitation, and handling of surplus housing and land facilities.

However, some localities have not yet fully and comprehensively implemented the contents, have not yet developed detailed plans for arranging, assigning and handling assets; the progress of deciding and organizing asset handling in some localities is still slow; the coordination of assets between localities and central agencies in the area is still limited.

According to the Ministry of Finance, the main reason for the above situation is that some policies and guiding documents of the ministries managing the sectors and fields are still lacking to serve as a basis for local implementation; the leadership and direction of local Party committees and authorities in some places are not resolute; the coordination between local agencies and units, central agencies in the area and localities is not close.

To speed up the progress of arranging, assigning and handling assets when rearranging administrative units within the scope of assigned functions, tasks and authority, the Ministry of Finance guides that in cases where the plan for arranging, assigning and handling assets has been approved by competent authorities but during the implementation process there are changes to comply with new regulations or practical requirements, it is necessary to report to competent authorities according to the provisions of law on management and use of public assets for consideration and decision on handling without having to report to adjust the plan.

The Ministry of Finance also said that it is not necessary to carry out procedures for preparing, reporting, checking the current status, synthesizing, and approving plans for rearranging and handling houses and land when constructing, and implementing plans for arranging, relocating, and handling assets when rearranging administrative units.

In addition, by June 30 at the latest, administrative agencies under district-level administrative units must complete the handover of headquarters, public assets and related records and documents to competent agencies, organizations and units, to avoid interruption of management, loss of assets, and impact on state management and provision of public services.

At the same time, from July 1, the new provincial People's Committee after the merger or consolidation is responsible for inheriting all the powers and responsibilities of the provinces/cities before the merger.

The Ministry of Finance said that for houses and land facilities that are handled according to the plan of handing over to organizations with the function of managing and trading houses of the locality, organizations developing local land funds for management, after handing over to these organizations, the agencies and units with the function of advising according to regulations are responsible for reporting to the People's Committee of the province to consider and decide on the plan and plan for handling and exploiting houses and land, ensuring that all houses and land facilities must be used, exploited and handled in accordance with the provisions of law, avoiding vacancy and waste.

According to the Ministry of Finance, the conversion of public property functions, including the conversion of office buildings and public service facilities to infrastructure assets, is carried out in accordance with regulations or amended, supplemented or replaced documents.

In addition, the adjustment of land use planning, construction planning and other planning and plans when converting the function of public assets is carried out in accordance with the provisions of relevant laws and instructions of the Ministry of Agriculture and Environment, the Ministry of Construction and relevant specialized management ministries.

The Ministry of Finance said that in cases where ministries, central agencies and People's Committees of provinces and centrally run cities have agreed to exchange or transfer working headquarters and public service facilities and need to do so immediately to meet the requirements of arranging, streamlining the apparatus, and arranging administrative units according to the 2-level local government model, they will temporarily hand over and receive them for timely use and complete procedures to submit to competent authorities for decision on transfer within 30 days from the date of temporary handover and receipt.

Accordingly, the receipt of houses and land facilities by Ministries and central agencies with decisions on recovery and transfer to local management and handling for preservation, exploitation and handling within the prescribed time limit.

The Ministry of Finance also requires localities to promptly report difficulties and problems and propose specific solutions to the Ministry of Finance and relevant agencies for handling according to their authority or report to competent authorities for resolution.
