On June 11, Ho Chi Minh City Police said they had coordinated with Khanh Hoa and Lam Dong provincial police to arrest two suspects, Tran Nhu Phuoc (38 years old, from Khanh Hoa province) and Ngo Son Ha (51 years old, from Lam Dong province) for spreading false and distorted information about Lieutenant General Le Hong Nam, former Director of Ho Chi Minh City Police, and major policies of the Party and State.
According to the Ho Chi Minh City Police, in recent times, the Ho Chi Minh City Police have been serious, determined, and exemplary in implementing the policies of the Party, the State, the Central Public Security Party Committee, and the leaders of the Ministry of Public Security on the arrangement and reorganization of provincial-level public security. Accordingly, on June 1, 2025, Lieutenant General Le Hong Nam, former Director of the Ho Chi Minh City Police, retired in accordance with the regulations of the Party and the public security sector.

However, in recent days, Ho Chi Minh City Police discovered a number of social media accounts posting many video clips using images of leaders and former leaders of the Party, State, ministries, and leaders of Ho Chi Minh City Police with "sensational" titles to attract attention with content distorting the work of cadres from the Central to local levels, the policy of merging and streamlining the apparatus, the investigation and handling of the case related to Nguyen Phuong Hang... Along with false comments to insult and defame; in which two TikTok accounts "phuoc79" and "SonHa2" emerged.
On June 9, information appeared that Nguyen Phuong Hang (with a criminal record, sentenced by the Ho Chi Minh City People's Court to 2 years and 9 months in prison for abusing democratic freedoms to infringe upon the legitimate interests of the State, the rights and legitimate interests of organizations and individuals; completed prison sentence in September 2024) distorted and fabricated untruths about the implementation of the retirement regime of Lieutenant General Le Hong Nam.

Accordingly, two TikTok accounts "phuoc79" and "SonHa2" edited and re-spread the above false information. They included content attacking the policy of streamlining the organizational apparatus and lowering the prestige of Party and State leaders.
These video clips attracted thousands of views and interactions; complicated and confused public opinion; affected the reputation of Lieutenant General Le Hong Nam, of Ho Chi Minh City Police in particular and of the police force in general.
Ho Chi Minh City police investigated and determined that the TikTok account "phuoc79" was managed and used by Tran Nhu Phuoc (38 years old, in Khanh Hoa province); the TikTok account "Son Ha 2" was managed and used by Ngo Son Ha (51 years old, in Lam Dong province).
On June 10, Ho Chi Minh City Police coordinated with Khanh Hoa Provincial Police and Lam Dong Provincial Police to arrest Tran Nhu Phuoc and Ngo Son Ha to investigate, clarify, and handle their acts of abusing democratic freedoms to infringe upon the legitimate interests of the State and the legitimate rights and interests of organizations and individuals.
At the police station, Tran Nhu Phuoc and Ngo Son Ha admitted to spreading false information on social media about Lieutenant General Le Hong Nam, former Director of Ho Chi Minh City Police. Currently, Ho Chi Minh City Police continue to consolidate files, documents, evidence, and strictly handle according to the law.
Ho Chi Minh City Police recommend that all citizens must comply with the law, including activities in cyberspace.
The Party and State respect, protect, guarantee and promote citizens' freedom of speech, which is one of the fundamental human rights and is within the framework of the law.
Every citizen needs to have a correct awareness of freedom of speech, raise their sense of responsibility when behaving on social networks, and strictly comply with legal regulations when using cyberspace.
Ho Chi Minh City Police noted that acts of taking advantage of cyberspace to attack, insult, or fabricate information about individuals and organizations are violations of the law and will be strictly handled according to the law.
