After an appraisal process, the Department of Science and Technology of Bac Ninh province submitted and received approval from the Provincial People's Committee for the list of 16 problems. According to the assessment, the selected problems are completely consistent with the development strategy, urgent and will create breakthrough values for the comprehensive development of the province.
These problems mainly focus on applying information technology and artificial intelligence (AI) to solve important challenges of the province, including simplifying administrative procedures, developing digital technology platforms, building a digital economy , and protecting the environment.
Many agencies and localities have proposed specific problems to achieve the common goal:
The Department of Agriculture and Environment has proposed key issues such as: applying AI to warn of natural disasters and protect the environment; digitizing data and reducing administrative records; applying the Internet of Things (IoT) in smart agricultural production; developing specialized databases in agriculture and the environment.
The Department of Science and Technology proactively proposed solutions to build an Innovation Center and a High-Tech Industrial Center; apply AI, Big Data and IoT to sectors such as agriculture, healthcare, transportation, education; and build a province-wide database.
The Department of Justice proposed building an AI tool to support checking and reviewing legal documents, and editing and disseminating legal information in the form of infographics and videos.
The provincial inspectorate also proposed an initiative to apply AI in data management and information exploitation.
At the grassroots level, units such as the People's Committees of Dai Son and Hoang Van communes have also proactively proposed technological solutions to solve specific problems. The People's Committee of Dai Son commune proposed applying digital technology to monitor natural resources and protect the environment. The People's Committee of Hoang Van commune expects that applying AI will support people and businesses to perform public administrative services more effectively, in the context of a large population and complicated administrative procedures.
Wards such as Dong Nguyen have also proposed piloting smart neighborhood models and cooperatives applying digital technology in production and product traceability.
Implementation strategy and long-term vision
The Department of Science and Technology is taking the lead in guiding units to develop implementation plans according to the "6 clear" principle (clear people, clear work, clear responsibility, clear authority, clear time and clear results), aiming to complete the estimate and apply it in practice in the first quarter of 2026. The Department will continue to review and supplement major issues throughout the implementation process.
The goal is to make Bac Ninh one of Vietnam's leading research and development centers in science and technology.
Bac Ninh sets specific goals for 2030 including:
Reached top 10 provinces with the highest innovation index in the country.
Digital conversion index ≥ 0.75.
Digital economy/GRDP ≥ 45%.
100% of residential areas are covered by 5G.
All online public services will be handled online.
90% of administrative procedures are handled electronically.
Over 90% of the adult population has access to digital services in areas such as healthcare, education, insurance, and transportation.
By 2045, cities in Bac Ninh will operate based on smart data, reduce emissions, use green energy and participate in the global smart city network. Bac Ninh will be an international center for technology, research and international cooperation.
