Nearly 12 thousand commune, ward, town, village, and hamlet health stations have been playing the role of “gatekeepers” in primary health care for the people. The health sector always focuses on consolidating, strongly innovating, and improving grassroots health activities, while ensuring the balance of health human resources among levels; training sufficient human resources in terms of quantity and quality; improving the quality of health services at all levels (including grassroots levels), aiming to achieve universal health coverage, so that everyone has access to quality services...

The grassroots health network is closest to the people and is the front line in disease prevention, health care, screening, early detection and disease control.
