
By the end of August 2025, Hai Phong's total domestic budget revenue reached nearly 75,000 billion VND, exceeding the estimate assigned by the Central Government. This result reflects the high determination, persistent and synchronous efforts of the city's Tax sector.
Many targets achieved and exceeded
According to Hai Phong City Tax, the total domestic budget revenue in the city by the end of August 2025 reached 74,948 billion VND, equal to 100.4% of the Central budget estimate and 90.2% of the target, an increase of nearly 40% over the same period in 2024. If deducting revenues from land use and rent fees, this figure reached more than 42,800 billion VND, equivalent to 81.1% of the estimate.
It is noteworthy that 19/19 revenue targets have met and exceeded the annual plan. Many revenue items have had remarkable growth such as: capital recovery and profit reached 352.8%; non-state sector reached 116.1%; other budget revenue 109.1%; revenue from land use fees 105.8%; personal income tax 92.5%...
Compared to the same period, 10 indicators grew strongly. Of which, capital recovery and profit increased by 451.2%, non-state revenue increased by 84.7%, revenue from land use fees increased by 76.8%, personal income tax increased by 36.6%... These results show that the city's economy is showing signs of positive recovery, businesses and business households are operating effectively, making large contributions to the state budget.
The non-state sector alone - which is considered a sustainable source of revenue and is decisive in completing the budget collection task - has achieved breakthrough results. This revenue not only exceeded the estimate by 16.1% but also increased by 84.7% over the same period. Many large enterprises have high tax payments, typically: Vingroup Corporation - Joint Stock Company paid more than 2,000 billion VND, Hai Phong Branch - Phu Tho Land Joint Stock Company paid more than 600 billion VND, Long Hai Investment and Trade Development Joint Stock Company paid nearly 500 billion VND...
Tax inspection and examination work also brought positive results. In the first 8 months of the year, the total amount of tax collected through inspection reached more than 1,000 billion VND. Some enterprises were charged large amounts of tax arrears, in some cases up to nearly 65 billion VND.
Speaking at the conference celebrating the 80th anniversary of the Vietnam Tax Industry's Traditional Day (September 10, 1945 - September 10, 2025), comrade Tran Van Quan, Vice Chairman of the City People's Committee, affirmed that the results of budget revenue growth create an important foundation for the city to proactively invest in infrastructure, develop urban areas, improve people's lives, and successfully implement the socio-economic targets of the City Party Congress Resolution for the 2020-2025 term.
Synchronous reform, flexible operation

With the motto of taking people and businesses as the center of service, the tax sector is always proactive in accompanying, sharing difficulties, removing obstacles, helping businesses stabilize production and business. The city's tax has transformed its management model from function-based to a combination of function and object. Tax policy propaganda is implemented flexibly and through multiple channels; the progress and quality of inspection and examination are improved. Value-added tax refunds are strictly controlled, while tax debt enforcement is implemented resolutely, ensuring fairness and transparency.
A highlight of tax administration this year is the tightening of revenue management from e-commerce, a sector that is considered difficult to control. The city tax department proactively coordinates with e-commerce platforms, banks, shipping and payment units to build a database to serve revenue management.
As a result, the tax authority reviewed and urged nearly 50 organizations and enterprises operating on digital platforms, collecting about 1,000 billion VND. In addition, the tax sector inspected and identified information of nearly 22,000 households and individuals doing business online; put nearly 1,300 households and individuals with revenue reaching the tax threshold under tax management with a total revenue of nearly 40 billion VND.
To promptly update and disseminate new policies, in the first 8 months of the year, the tax sector organized about 30 training conferences and policy dialogues with the participation of more than 7,000 taxpayers. Many problems were specifically answered, creating consensus between the tax authorities and taxpayers.
Promoting the achieved results, from now until the end of 2025, Hai Phong Tax aims to strive to exceed at least 20% of the assigned budget revenue target, in accordance with the direction of the Prime Minister in Official Dispatch No. 104 dated July 6, 2025; striving to rank 3rd nationwide in domestic budget revenue.
To achieve this goal, according to Mr. Nguyen Tien Truong, Head of the City Tax Department, the city's tax sector will continue to closely monitor the collection progress, closely assess the situation in each locality, tax rate, and each revenue item. Value-added tax refunds will be strictly monitored to prevent policy abuse. Tax units at the grassroots level are assigned to strengthen tax debt management, enforce tax debts and land rents that have been extended in accordance with regulations, and prevent additional debts and late payments.
Along with that, administrative reform and digital transformation continue to be top priorities. Hai Phong City Tax aims to use taxpayer satisfaction as a measure of service efficiency, aiming to build a modern, transparent and highly effective tax management system.
Although budget collection from now until the end of the year still faces many challenges, with positive results in the first 8 months and proactive and flexible management, Hai Phong Tax has every reason to believe in a bumper year, creating a strong resource to promote the city's socio-economic development in the coming period.
