Overcoming difficulties from the historic storm, Quang Ninh determined to "reach the finish line" with the double-digit growth target

The historic storm No. 3 "swept away" about 23 billion VND of Quang Ninh , however, the province still persisted in its goal of maintaining a GRDP growth rate of over 10% in 2024, determined to maintain a decade of double-digit growth.

GRDP in 9 months reached 8.02%

Storm No. 3 (Yagi) made landfall, causing severe damage to Quang Ninh, with total economic losses reaching over 23,700 billion VND.

Before, during and immediately after storm No. 3, Quang Ninh proactively and resolutely led, directed and effectively organized the work of preventing, responding to and overcoming the consequences of the storm; minimizing damage caused by the storm, quickly bringing basic utilities back to normal; promptly removing obstacles and supporting people and businesses to stabilize their lives and restore production and business.

Thanks to that, the growth of Gross Regional Domestic Product (GRDP) in the first 9 months of 2024 of Quang Ninh province reached 8.02%. This figure is 2.07 percentage points lower than the growth rate in the same period in 2023, 1.61 percentage points lower than the growth scenario in the first 9 months of 2024, but this is the effort of the entire political system in the context of many difficulties, especially the heavy impact of storm No. 3.

Accordingly, the processing and manufacturing industry was the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. The service sector is estimated to increase by 13.55%, 1.76 percentage points higher than the same period. The export turnover of enterprises in the province is estimated at 2,570 million USD, up 13.8% over the same period.

Total state budget revenue reached 40,479 billion VND, equal to 73% of the estimate, of which domestic revenue was estimated at 26,434 billion VND, equal to 62% of the estimate, equal to 92% over the same period.

In addition, there were over 15.6 million visitors to Quang Ninh in 9 months, up 20% over the same period, of which international visitors were estimated at 2.59 million. Total tourism revenue was estimated at VND36,856 billion, up 39% over the same period.

In the past 9 months, the total capital attracted by foreign direct investment (FDI) in Quang Ninh province is estimated at 1.774 billion USD, equal to 59.2% of the annual plan (the annual plan aims to attract 3 billion USD). Of which, 26 projects registered for new investment registration certificates, reaching 1.575 billion USD; 17 projects adjusted to increase capital, reaching 199.4 million USD.

Also in the first 9 months of 2024, there were 1,342 newly established enterprises, an increase of 7.6% over the same period.

In addition, the province has paid attention to solving social issues well and harmoniously, especially focusing on developing culture and people, ensuring social security, equity and progress; improving the quality of people's lives. The whole province has created jobs for 23,500 more workers, an increase of 1,800 over the same period, reaching 78.3% of the yearly plan.

Total social security expenditure is estimated at 1,435 billion VND, up 38.4% over the same period. The education and training sector has many high achievements; the average high school graduation exam score ranked 25th out of 63 provinces and cities, up 11 places compared to last year, the highest ever.

Strive to achieve the highest goals

In the last 3 months of the year, Quang Ninh strives to achieve the highest targets and goals for 2024, including maintaining a double-digit GRDP growth rate, maintaining this growth rate for a decade; state budget revenue for the whole year is not less than 55,600 billion VND; attracting FDI capital for the whole year reaches 3 billion USD; total tourists for the whole year reach over 19 million arrivals.

To achieve this goal, in the remaining time of the year, Quang Ninh will continue to promote the work of building and rectifying the Party and the political system at all levels; maintain solidarity and unity in both will and action within the Party; strictly maintain discipline associated with the fight against corruption, negativity and waste; build an honest, active, serving and effective government.

Focus on leading and directing the preparation of Party Congresses at all levels towards the 14th National Party Congress and the 16th Provincial Party Congress. Improve the effectiveness and substance of public reception work; resolutely prevent the emergence of hot spots in market security in the area to firmly consolidate people's trust, create deep social consensus; maintain stability towards Party Congresses at all levels.

Along with that, synchronously and drastically implement solutions to support people and businesses to overcome the consequences of storm No. 3. Including quickly and effectively implementing support and timely payment of benefits to people affected by the storm, ensuring strictness, publicity, transparency, and compliance with legal regulations.

Strive to complete the construction and repair of houses damaged by storms for poor, near-poor and disadvantaged households by November 2024. Review, count and forecast the number of households falling back into poverty and near-poverty to have solutions and support measures; strive to have no poor households according to the province's criteria by the end of 2025.

The province will study and develop a project to restore and rebuild the economy after storm No. 3; urgently develop and adjust the economic growth scenario to suit the new situation, strongly restore production and business activities, restructure regions to promote economic development, maintain double-digit economic growth in 2024. Focus on removing difficulties and obstacles for businesses regarding administrative procedures and investment procedures to promote and attract investment in the area.

At the same time, effectively implement three strategic breakthroughs, including accelerating the development speed and completing the synchronous and modern infrastructure system, ensuring connectivity and comprehensiveness, focusing on projects to welcome the 16th Provincial Party Congress.

Complete projects that are behind schedule in the 2021-2023 period in 2024. Strive to maintain the top position in the PCI, Par Index, and SIPAS at the provincial level; complete the digital transformation goals of 2024. Create new changes in improving the quality of education and training; change careers, and create jobs.

Focus on building and developing a culture rich in Quang Ninh identity, associated with quickly narrowing the gap between rich and poor and regional differences in the province, improving the material and spiritual life and happiness of the people. Firmly ensuring national defense - security, national border sovereignty; improving the effectiveness of foreign affairs.
