Attending and chairing the workshop were Politburo members: Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; General Luong Tam Quang, Minister of Public Security; Party Central Committee members: Nguyen Manh Hung, Minister of Science and Technology; Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense.

Also attending were Party Central Committee members, former Party Central Committee members, representatives of leaders of central departments, ministries and branches, and nearly 400 delegates who are managers, scientists, experts and leading entrepreneurs in the field of artificial intelligence.
The workshop is an opportunity for scientists, experts, and leaders of state agencies to analyze the enormous impacts, unprecedented opportunities, and unpredictable potential risks when applying AI; identify appropriate and timely policy responses so that Vietnam can master AI technology, build a Vietnamese AI model in the Vietnamese language, and aim to build a sustainable AI development environment for the benefit of the nation, community, and society.

In his welcoming speech at the workshop, General Luong Tam Quang emphasized that in recent times, with strategic vision and sharp thinking, our Party has issued and resolutely led the implementation of Resolution No. 57-NQ/TW, identifying the development of science and technology, innovation and national digital transformation as a vital choice, the golden key to help the country overcome the middle-income trap, push back the risk of economic lag; achieve 2 strategic goals for 100 years, by the middle of the 21st century, our country will become a developed country with high income.
The Minister of Public Security stated that the development of strategic technology, including artificial intelligence technology, is recognized by our Party as a key breakthrough, a key driving force for the rapid development of modern productive forces, innovation in national governance methods, and socio-economic development. The national scientific conference is a practical step to concretize the implementation of Resolution No. 57-NQ/TW of the Politburo, and at the same time demonstrates the interest, companionship, and responsibility of managers, experts, scientists, and businesses towards the impacts, challenges, and policy responses to the unlimited power of AI.

In his opening speech at the workshop, comrade Nguyen Xuan Thang assessed that the reality of AI development in Vietnam still has many limitations besides some positive results that have been achieved. Vietnam is lacking a team of AI experts; training programs and universities have not met the needs of AI training suitable for the operational requirements of enterprises and state agencies. The infrastructure system serving AI research and development in Vietnam is not complete; Vietnam's semiconductor industry is not yet developed. Investment in research and development (R&D) is still limited. These reasons make it difficult for Vietnam to create AI technology products of regional and international stature.
Another challenge noted by the Director of the Ho Chi Minh National Academy of Politics is that the development of AI in Vietnam still lacks a clear and synchronous legal framework to manage this technology. Vietnam currently does not have a law on AI, a law on the semiconductor industry, etc. Issues of data security, privacy, and national security management in AI are still not strictly managed. Therefore, comrade Nguyen Xuan Thang asked delegates at the workshop to contribute practical and valuable policy recommendations for the development and application of AI, contributing to supplementing and updating the national strategy on AI, creating a competitive and sustainable growing economy, a modern, transparent and effective national governance.

Speaking at the workshop, comrade Nguyen Manh Hung analyzed that the advantages of Vietnamese enterprises are their understanding of the context, language, culture of the country and their possession of specialized data to create specialized applications. AI is an assistant to help free up human labor for creativity, for more valuable work, but humans are the ones who make the final decision. AI is a great opportunity for Vietnam to become a developed country with high income, so it is necessary to seize this opportunity, focus all resources to AI-ize Vietnam, to double Vietnamese intelligence, increase labor productivity, double-digit economic growth, increase national competitiveness, improve national governance capacity and better protect Vietnam.
Discussion sessions at the workshop focused on clarifying the main groups of issues: Basic theoretical issues on AI in the digital age; analyzing the nature, characteristics and development trends of AI, while pointing out the profound impacts on the economy, education, health, culture, sustainable development, governance, national defense and security.
The opinions contributed to a comprehensive assessment of the potential impacts and risks of AI, focusing on issues such as the impact on labor, employment, social security and human life, the risk of inequality, ethical values, data leakage, privacy violations; challenges to cybersecurity, national security and defense... in the context that the current legal system and ethical regulations have not kept up with the explosive speed of AI, making it very difficult to determine responsibility and control.
Some experts have analyzed the new context affecting AI development, and proposed policies, governance mechanisms and directions for AI development, especially suggesting strategic directions for Vietnam to develop AI in the direction of technological autonomy, promoting innovation, enhancing global competitiveness, and at the same time building a humane, safe, humane and sustainable AI ecosystem.

Concluding the workshop, Senior Lieutenant General Le Huy Vinh acknowledged and highly appreciated the enthusiastic presentations sent to the workshop and said that the Organizing Committee will absorb opinions and refine content to serve the continued completion of documents submitted to the 14th National Congress of the Party.
