Ho Chi Minh City tightens private schools and foreign language centers: Tuition fees and teachers are strictly controlled

The information was given by the Ho Chi Minh City Department of Education and Training at the conference to summarize the 2024-2025 school year and deploy directions and tasks for the 2025-2026 school year for non-public educational institutions in the area, organized by the department on September 16.

Ensure 40% of teachers meet standards

Specifically, in the 2025-2026 school year, the Ho Chi Minh City Department of Education and Training will take the lead in managing non-public educational institutions on the following contents: Dissemination, updating and providing specific and complete guidance on relevant current legal documents; Post-inspection, regular, thematic or surprise inspections;

Encourage, motivate and reward non-public units with good achievements in organizing educational activities; Strictly handle cases of law violations in organizing activities; Create conditions to attract investors to participate in educational activities, contributing to the socialization of education in the area; Quickly monitor feedback from parents and promptly support units facing difficulties in performing their tasks.

For private schools with domestic investment, management will focus on basic contents such as: Strictly managing the use of teachers to ensure 40% of permanent teachers and guest teachers meet standards, fully implementing policies and regulations for the team;

Guidance on separating business and school activities in some activities such as capital contribution, grassroots trade union activities, use of seals; Supervising price declaration according to regulations: Focusing on monitoring the enrollment situation of private schools; Reviewing and checking the legal status of schools...

Checking the implementation of Vietnamese programs in foreign-invested private schools

For private schools with foreign investment, in the 2025-2026 school year, the Department will continue to strictly manage the recruitment and use of foreign teachers at the unit; coordinate to monitor the implementation of tax obligations and ensure policies for employees working at the schools.

The Department will also closely monitor price declaration and ensure that the number of Vietnamese students enrolled in foreign educational programs is lower than 50% of the total number of students enrolled in foreign educational programs at the school; Check the implementation of Vietnamese language development education content and Vietnamese studies programs for Vietnamese citizens studying...

Speaking at the conference, Director of the Ho Chi Minh City Department of Education and Training Nguyen Van Hieu said that Ho Chi Minh City welcomes and creates the best conditions for educational investors. The department has never had barriers that cause difficulties or restrictions for non-public educational institutions, but is always ready to create fairness in competition, creating conditions for businesses and investors to invest more to develop the city's education.

However, he also frankly said that he would firmly say no to investors who only aim for immediate profits. In reality, there are non-public educational institutions and centers that are not large enough or powerful enough, but they try every way to sign contracts and provide coordination with public schools, leading to insufficient capacity and lack of good, qualified teachers who meet the requirements, affecting the overall quality of education in the city.

"The Department of Education and Training will resolutely handle and rectify these cases so that Ho Chi Minh City has a good educational environment, ensuring fairness and equality in the city's educational development," Mr. Hieu emphasized.

In the 2025-2026 school year, the Department of Education and Training will manage changes to the contents of the decision to allow educational activities for private schools, foreign language centers, information technology centers, etc.

The Department will update the database system (unifying all 3 regions after the merger) on the Online Education Service software and publicly post licensing information on the Department's website, so that people can look it up quickly and effectively.
