Summary of the Program to eliminate temporary and dilapidated houses and the Program to support housing for households with revolutionary contributions and relatives of martyrs

This morning, June 23, in Lia commune, Huong Hoa district, the Steering Committee for Eliminating Temporary and Dilapidated Houses of Quang Tri province held a conference to summarize the Program for Eliminating Temporary and Dilapidated Houses and the Program for Supporting Housing for Families with Meritorious Services to the Revolution and Relatives of Martyrs in the province. Deputy Chief of Office of the Ministry of Public Security, Major General Nguyen Hong Nguyen; Deputy Director of the Department of Mass Mobilization, General Department of Politics of the Vietnam People's Army, Colonel Nguyen Van Oanh; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Chairman of the Provincial Vietnam Fatherland Front Committee Dao Manh Hung; Head of the Provincial Party Committee's Internal Affairs Committee Ly Kieu Van; leaders of departments, branches, armed forces and sponsoring units; more than 100 delegates who are poor, near-poor households, policy households representing more than 9,800 households supported to build new and repair houses in the province attended.

Chairman of the Provincial Vietnam Fatherland Front Committee Dao Manh Hung said that the Program to eliminate temporary and dilapidated houses and the Program to support housing for policy households and meritorious people in the province have always received timely attention and direction from the Central Steering Committee for Eliminating Temporary and Dilapidated Houses; financial and human resource support from the Ministry of National Defense, the Ministry of Public Security and other central ministries, branches and sponsors; together with the strong leadership and direction of the Provincial Party Committee Standing Committee, the synchronous participation of the entire political system and especially the spirit of consensus and positive response from all walks of life, the program has achieved many outstanding results in terms of organization, resource mobilization and practical effectiveness.

Up to now, Quang Tri province has exceeded the schedule and targets set out in the plan, completing the goal of eliminating temporary and dilapidated houses, and the goal of supporting housing for policy families and meritorious people ahead of schedule.

Specifically, the Program to eliminate temporary and dilapidated houses in Quang Tri province was completed before June 30, 2025, reaching the target 2 months ahead of the original plan (August 30, 2025) with the following criteria: 100% of households received support and started construction of houses; over 80% of households completed construction and put into use. Implementation results up to June 23, 2025, regarding housing for people with revolutionary contributions and relatives of martyrs: 2,374 houses were newly built and repaired; for temporary and dilapidated houses for poor and near-poor households, 7,486 were newly built and repaired, reaching 141.5% of the plan.

The success of the program is not only demonstrated by the number of houses built and repaired, but also a vivid demonstration of the spirit of solidarity, sharing, responsibility and political determination of the entire political system in caring for people's lives, strengthening people's trust in the Party and State.

The involvement of the entire political system and society

The program to eliminate temporary and dilapidated houses is a major policy of the Party, State and Vietnam Fatherland Front, implemented at the right time, receiving close attention and direction from Party committees and authorities at all levels; the synchronous and responsible participation of the entire political system from the province to the grassroots. The program has created a strong ripple effect in society, arousing the spirit of mutual love and affection, attracting the active participation of socio-political organizations, religious organizations, businesses and people of all walks of life.

Socialized resources received attention, direction and mobilization from the Central and Provincial Steering Committees for Eliminating Temporary and Dilapidated Houses; received special attention from the Ministry of National Defense, the Ministry of Public Security, the Military Industry and Telecommunications Group, the Vietnam National Energy Industry Group, the State Bank and member commercial banks, along with many organizations, enterprises, entrepreneurs and philanthropists who contributed nearly 450 billion VND to the Provincial Fund for the Poor to serve the Program to eliminate temporary and dilapidated houses, accounting for 87% of the total implementation capital.

The spirit of mutual love and support in the community continues to be strongly promoted. Many households, unions, and grassroots organizations actively participate in supporting each other in transporting materials, construction, and contributing labor days, thereby deeply demonstrating the tradition of solidarity, attachment, and community responsibility, contributing to creating a combined strength to effectively implement the program.

The program to eliminate temporary and dilapidated houses in 2025 in Quang Tri has been implemented seriously, systematically, with the right subjects, on schedule, achieving practical results and creating great spread. The Steering Committee and members of the Steering Committee at all levels have conducted 47 inspections, focusing on inspecting communes with a large number of houses, communes with special difficulties to ensure construction quality, completion progress and effectiveness of the program; monitoring, receiving and resolving difficulties and recommendations of people related to the program, ensuring housing support policies for people with meritorious services to the revolution and relatives of martyrs, poor households, near-poor households according to the approved list.

The Vietnam Fatherland Front Committees at all levels have promoted their role in supervising the people, coordinating the review and verification of beneficiaries in accordance with regulations, supervising the process of commencement, construction, acceptance and handover of houses.

Through practical inspection, many difficulties and problems at the grassroots level have been promptly recognized and resolved. The entire process of mobilizing, receiving and allocating resources is updated on the Provincial Relief and Charity Information Portal, creating conditions for people, organizations and donors to monitor and supervise, contributing to improving the openness, transparency and accountability of authorities at all levels.

Continue to accompany, support and motivate poor people to rise up and build a new life.

Speaking at the conference, on behalf of the provincial leaders, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang acknowledged, commended and highly appreciated the efforts of all levels, sectors and localities in the province; sincerely thanked the noble gestures and kindness of cadres, party members, civil servants, public employees, people from all walks of life, philanthropists, and businesses inside and outside the province who actively responded to the Program to eliminate temporary and dilapidated houses in Quang Tri province.

Up to this point, we can be proud that Quang Tri has completed a major task with practical results: thousands of households have new homes, less anxiety before the storm season. More importantly, it has built the people's firm trust in the Party and the government.

The success of the program to eliminate temporary and dilapidated houses lies not only in specific numbers but also in the crystallization of compassion, community spirit, political will and belief in a better future. This is the fulcrum for Quang Tri province to continue implementing social security programs, sustainable poverty reduction, new rural construction and comprehensive development.

To promote the achieved results and well perform a number of tasks in the coming time, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested that Party committees, authorities, the Fatherland Front, and socio-political organizations at all levels continue to focus on doing a good job of propaganda work, the entire political system really gets involved, mobilizes resources to support people's livelihoods, and ensures a prosperous and sustainable life.

Requesting departments, branches and sectors, according to their functions and tasks, to research and advise competent authorities to issue support policies such as: vocational training, job creation, policy credit loans, access to healthcare, education... to help people escape poverty sustainably. For households that have received support to remove temporary and dilapidated houses, they must proactively continue to make efforts to maintain and repair their houses to make them more durable and beautiful.

Local Party committees and authorities must organize thematic activities in villages, hamlets, and residential groups to raise awareness, arouse the will to be self-reliant, avoid the mentality of waiting and relying on others; promptly encourage and guide households to stabilize their lives, protect and use housing effectively and sustainably. After completing the program to eliminate temporary and dilapidated houses for the people, relevant agencies and units must focus on settling funds from all mobilized sources, ensuring publicity and transparency so that people and donors can understand; ensure that there is no loss or waste that affects the reputation of the Party, the State, and donors.

On this occasion, the Provincial Party Committee Standing Committee awarded certificates of merit to 5 groups and 8 individuals; the Provincial People's Committee Chairman awarded certificates of merit to 23 groups and 28 individuals who had outstanding achievements in implementing the Program to eliminate temporary and dilapidated houses in the province. Provincial leaders awarded the Golden Heart Gratitude plaque to sponsors who have accompanied and contributed to the program.
