Nearly 80,000 people who quit their jobs have been paid according to Decree 178.

At the regular Government meeting in August 2025, Minister of Home Affairs Pham Thi Thanh Tra emphasized the need to focus on resolving the regime and policies for officials, civil servants, and public employees who quit their jobs according to Decree 178, amended and supplemented in Decree 67.

The Minister said that so far, out of a total of more than 106,000 cases of unemployment under this policy, nearly 80,000 have received payment.

The Ministry of Home Affairs requested the Ministry of Finance, ministries, branches and localities to focus on coordinating to completely handle the remaining amount, ensuring speed and transparency.

Thus, the number of officials and civil servants who have been paid their leave has increased significantly compared to half a month ago.

Specifically, at the meeting on August 23, Minister Pham Thi Thanh Tra informed that as of August 19, the total number of people who had decided to quit their jobs was 94,402, of which 81,995 people had submitted their budget to the competent authority and it had been approved, and 50,345 people had received money.

Specify criteria for screening and removing incompetent people from positions.

National Assembly Chairman Tran Thanh Man has just signed a resolution to supervise the implementation of policies and laws on the development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources.

Regarding solutions, the National Assembly Standing Committee proposed that the Government urgently issue a human resource development strategy to 2030, with a vision to 2050.

Amending and supplementing the Law on Civil Servants, especially studying and amending regulations on recruitment, training, fostering, planning, appointment, secondment, and evaluation of civil servants based on output products.

Specific regulations on criteria for identifying and discovering talents; criteria for screening and removing from work those who do not have sufficient qualities, capacity and prestige.

There are special policies and mechanisms for recruiting, using and promoting talented people and people with outstanding abilities.

At the same time, the Government needs to assign an agency to take charge of state management of human resource development in both the public and non-public sectors.

It is necessary to complete the project of job positions of state agencies and public service units at all levels after restructuring the apparatus.

Innovate the content, programs and methods of training and fostering cadres, civil servants and public employees in line with job position requirements and human resource development needs; enhance the application of digital technology.

Strengthen policies to attract human resources, especially attracting and rotating scientific and technical staff, teachers, doctors, and young intellectuals to work long-term or short-term in grassroots and disadvantaged areas...

Quoc Cuong Gia Lai is suspected of having the ability to "continue operating"

UHY Auditing and Consulting Co., Ltd. has reviewed the 2025 semi-annual financial report of Quoc Cuong Gia Lai Joint Stock Company (QCG).

Accordingly, this auditing unit emphasized "information on the going concern" of this enterprise.

The auditor said that as of June 30, 2025, Quoc Cuong Gia Lai's total short-term assets reached only over VND 1,844 billion, while short-term debt amounted to nearly VND 3,815 billion.

The majority of this is a payable amount of more than VND 2,782 billion, related to the contract of promise to buy - promise to sell the Bac Phuoc Kien residential area project. This is an obligation that QCG must repay to ensure the enforcement of the appellate judgment No. 1125/2024/HS-PT of the High People's Court in Ho Chi Minh City against defendant Truong My Lan.

This led the auditor to indicate that a material uncertainty exists that may cast significant doubt about Quoc Cuong Gia Lai's ability to continue as a going concern.

Responding to the auditor's opinion, QCG said it was aware of this issue and had planned its business and cash flow for 2025 and subsequent years. The company is confident in its ability to ensure payment and maintain continuous operations in the future.

Bong Sen Joint Stock Company - a business related to Ms. Truong My Lan - has just reported its financial situation for the first half of 2025 to HNX.

Accordingly, the company had a post-tax loss of VND355 billion in the first half of this year.

Although this figure has decreased compared to the negative level of more than VND400 billion in the same period last year, it still contributed to pushing the company's accumulated loss to over VND3,091 billion, reflecting a prolonged difficult financial situation.

By the end of June 2025, Bong Sen's equity had dropped sharply to VND4,539 billion. Meanwhile, total liabilities increased from VND8,359 billion in June last year to VND9,076 billion at the end of June this year.

Notably, VND4,800 billion of this is bond debt and about VND4,271 billion is other payables, while the company has not recorded outstanding bank loans. With a debt/equity ratio of up to 2 times, the financial pressure on Bong Sen remains very high.
