Specifically, the Ministry of Public Security is assigned to coordinate with the Ministry of Construction, the Ministry of Finance and the People's Committees of provinces and cities to apply biometrics to all procedures at airports. In addition, the deployment will also be carried out at urban railway stations, Hanoi stations and parking lots in Hanoi and Ho Chi Minh City, to be completed in 2025.

According to the roadmap, from December 1, 2025, check-in at the counter will only apply to passengers with checked baggage and special passengers. All other passengers will complete the ticket purchase, check-in, security check and boarding process through VNeID biometric technology or self-service kiosk system.
The Directive also assigned the Ministry of Construction to review, amend or propose amendments to legal documents related to the application of biometrics, to be completed by December 2025. In addition, the People's Committees of Hanoi and Ho Chi Minh City must preside over and coordinate with ministries and branches to ensure budget, infrastructure and equipment to deploy the system at railway stations and parking lots.
The application of biometric technology in aviation procedures is expected to enhance security, shorten waiting times and improve the passenger experience. With the unique biological characteristics of each individual, this measure helps prevent impersonation, the use of fake identification documents and minimize errors in security control.
In addition to the aviation sector, Directive No. 24/CT-TTg also requires relevant ministries and branches to integrate training and coaching materials on the "Digital Education for All" platform, thereby promoting the improvement of digital skills, traffic safety and cyber safety for citizens, students and civil servants.
