Shortage of more than 100,000 teachers, Prime Minister requests review and supplement of staff

The Ministry of Home Affairs coordinates with the Ministry of Education and Training and localities to inspect teacher recruitment for the 2022-2026 period and propose additional staffing until 2030.

On the afternoon of August 22, at the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year, Prime Minister Pham Minh Chinh requested the Ministry of Home Affairs to coordinate with the Ministry of Education and Training and localities to inspect the situation of teacher recruitment in the 2022-2026 period, and at the same time review and propose additional staffing by 2030 to overcome the current shortage of teachers.

According to the report, the country is lacking more than 102,000 teachers at all levels, while about 60,000 assigned positions have not yet been recruited. The shortage of teachers is serious at preschool and primary levels, especially in remote, border and island areas.

The Prime Minister requested to implement the principle of "where there are students, there must be teachers", emphasizing: " Absolutely do not let students lack schools, classes, teachers, food, or clothing".

Also at the conference, the head of the Government affirmed that education is the top national policy, people are the center, the driving force and the development goal of the country. The 2024-2025 school year recorded many positive changes in education quality, digital transformation, facilities and development of the teaching staff.

In the 2025-2026 school year, the education sector will continue to synchronously implement solutions: deploying digital transcripts and diplomas nationwide, promoting universal preschool education for children aged 3-5, making English the second language in schools, building inter-level boarding schools in border communes, enhancing human resource training in key areas such as AI, semiconductors, green economy, etc.

The Government also plans to increase the education budget in 2026 to at least VND630,000 billion, an increase of more than VND134,000 billion compared to 2025, to serve the goals of fundamental and comprehensive innovation in education and training.

The Prime Minister said that in the coming time, the situation is forecast to continue to develop in a complicated and unpredictable manner, with generally more difficulties and challenges than opportunities and advantages.

The education sector is facing an urgent need to innovate and develop more breakthroughs, both to overcome limitations and shortcomings, solve its own problems, and to contribute significantly to the successful implementation of new policies of the Party and State, creating a solid foundation for the country to enter a new era.

From the results achieved and practical experience in directing and operating in the past time, the Prime Minister requested the Minister, the collective leadership of the Ministry and the entire education sector to continue to focus on thoroughly grasping and effectively implementing the main guiding viewpoint: "Taking students as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation".

The Prime Minister also highly appreciated the motto of the Party Congress of the Ministry of Education and Training "Discipline - Creativity - Breakthrough - Development"; The Congress also set out directions, tasks and solutions for the new term 2025-2030 with 8 key and breakthrough contents. These are very correct and accurate contents that need to be focused on and implemented seriously, promptly and effectively throughout the sector.
