Heads of departments, branches and sectors and Chairmen of Commune People's Committees must directly direct and take full responsibility before the Chairman of the Provincial People's Committee for the progress and quality of planning and management in accordance with the law, in line with development practices, ensuring national defense and security. At the same time, innovate thinking and methods, shifting from the mindset of "controlling, asking for opinions and waiting for instructions" to "supporting and serving", considering planning as a tool to unlock potential, promote investment and sustainable development. Planning management must fully comply with legal provisions, closely following development orientations according to central resolutions. Urban and rural planning must ensure modernity, long-term vision, forecasting and adaptation; Avoid unstable planning, waste of resources, and multiple adjustments. Consistent viewpoint: "Urban development is an important driving force for rapid and sustainable socio -economic development", at the same time "Rural planning must preserve identity, ensure social security and create opportunities for people to access services". For communes with high urbanization potential, it is necessary to proactively determine planning goals in the direction of developing into wards, fully preparing conditions for infrastructure, land funds and human resources. For purely agricultural communes, focus on developing advanced, exemplary new rural areas, associated with green and sustainable agricultural economy.

Departments, branches, sectors and localities need to focus on the factors of urban quality of life, architecture - spatial landscape, while ensuring reasonable arrangement of land funds for production, business, community activities, ensuring long-term land use efficiency. Along with that, the application of technology and digital data in planning is a key task, which the Provincial Party Committee and the Provincial People's Committee pay special attention to, creating favorable conditions in terms of mechanisms and resources for implementation. The entire process of planning establishment, management, exploitation and updating needs to be digitized and integrated into the province's shared database. The Department of Construction shall preside over and coordinate with the Department of Science and Technology, the Department of Finance and related units to complete the preparation step in 2025, putting the digital planning database system into operation from 2026. Commune level is provided with visual tools to update, look up, reflect promptly, transparently, and modernize management from the grassroots level.
