The strongest wind near the center of the tropical depression is level 7 (50 - 61 km/h), gusting to level 9; moving in the West Northwest direction at a speed of about 25 km/h.
It is expected that at 1:00 a.m. on August 24, the tropical depression will move in the West Northwest direction, at a speed of 20 - 25 km/h and strengthen into a storm.
In the North East Sea (including Hoang Sa special zone), there are strong winds of level 6-7, then increasing to level 8, near the storm center level 9-10, gusting to level 12, waves 3.0-5.0 m high, near the storm center 4.0-6.0 m, very rough seas.
Ships operating in the above mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds and large waves.

In Hai Phong area, through radar monitoring, convective clouds from the sea are tending to move towards Hai Phong mainland.
