During the past term, the provincial Department of Education and Training has made efforts to arrange the school system, harmoniously developing public and non-public education . Up to now, the whole province has 627 educational institutions, the rate of national standard schools reached 92.07%, exceeding the target of the Provincial Party Congress Resolution. term 2020-2025 (Resolution is 90%), higher than the national average of 31%.

The quality of key education has continuously increased in both quantity and quality of awards: The National High School Excellent Student Competition for 2 consecutive years (2024 and 2025) ranked 8th out of 63 provinces and cities (the highest ever); this is the term with the most students participating and winning prizes in regional and international Olympic competitions.

In particular, Ha Long High School for the Gifted is a typical educational institution in implementing Resolution No. 29-NQ/TW of the 8th Central Conference, term XI "On fundamental and comprehensive innovation of education and training...", contributing significantly to the results of national excellent students of the province in recent years. In the 2024-2025 school year, the School continues to affirm its title of "Leading Flag" in the province's key education with 88 students winning national prizes, 1 silver medal at the International Chemistry Olympiad, 1 bronze medal at the International Informatics Olympiad.

The provincial Department of Education and Training has focused on effectively implementing the 2018 General Education Program, paying attention to building and developing the teaching staff, considering this a key step to improve the quality of teaching and learning. Up to now, over 98% of teachers at all levels in the province have reached the standard and above standard qualifications, much higher than the national average.

Along with the efforts of the education sector, the province always pays special attention to investing in building a modern infrastructure system, creating a high-quality learning environment; developing education and training in disadvantaged areas and ethnic minority areas, increasingly implementing fairness and equality in learning opportunities; supporting tuition fees, reducing difficulties for parents and students during the period heavily affected by the Covid-19 pandemic and after typhoon Yagi , along with many other mechanisms and policies. In the period of 2021-2024, the whole province has invested nearly 1,434 billion VND in education, creating favorable conditions for students to develop more and more comprehensively.

To improve the quality and effectiveness of teaching and learning, the provincial Education sector is actively implementing Resolution 57-NQ/TW of the Politburo "On breakthroughs in science and technology development, innovation and national digital transformation", contributing to fundamental and comprehensive innovation in education and training.

With the efforts of the provincial education sector and the province's attention, up to now, the goals set by the provincial Party Committee for education have all been exceeded. Quang Ninh is one of the 10 provinces and cities recognized as having achieved the standard of universalizing secondary education level 3 the earliest in the country; High school graduation rate in 2025 reached 99.24%, continuing to affirm stability and discipline in management and teaching.

In the coming time, the provincial education and training sector will continue to create fundamental and comprehensive changes in the quality and effectiveness of education and training, focusing on modernizing and innovating education and training methods, and performing well in the context of implementing the 2-level local government model. The goal is to strive for Quang Ninh to be among the top 15 provinces and cities nationwide in terms of level and quality of education and training development by 2030; one of the centers for education and training of high-quality human resources in the region.
