Great opportunity to unlock resources

The political report presented at the 1st Congress of the Da Nang City Party Committee (term 2025 - 2030) stated that there have been many bright spots in proactively and actively advising the Central Committee to promulgate and concretize the implementation of many specific mechanisms and policies, and policies to remove difficulties and obstacles, contributing to unlocking resources and expanding development space.

The City Party Committee and the Standing Committee of the City Party Committee have actively and proactively coordinated to advise the Politburo to issue Conclusion No. 77 dated May 2, 2024 on the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities".

Next, the National Assembly issued Resolution No. 170 dated November 30, 2024 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. The Government also issued Decree No. 76 dated April 1, 2025 detailing Resolution No. 170/2024/QH15.

For Da Nang, according to the Department of Agriculture and Environment, the implementation of removing difficulties and obstacles in projects and land according to the Central Government's policy is a great opportunity to release resources from thousands of hectares of land that are "suspended", restoring the confidence of investors and people. Therefore, immediately after receiving the Central Government's direction, the Da Nang City Party Committee issued an implementation plan and put the implementation of Conclusion No. 77-KL/TW under the monitoring of the City's Steering Committee for Anti-Corruption and Negativity.

In addition, Da Nang city has established a specialized working group, proactively coordinating with other sectors, closely following each group of contents from collecting financial obligations, re-determining land prices, handling backlogs regarding land use terms, to resolving complicated legal problems such as those on Son Tra peninsula.

Up to now, the city has basically resolved difficulties and obstacles for many projects and land. According to the Department of Agriculture and Environment, by August 2025, 723 cases had their land use term for production and business in the Land Use Right Certificate adjusted from long-term to 50 years; the remaining 590 cases are undergoing further work to adjust. The process of resolving obstacles in re-determining land prices for 16 projects has made significant progress and achieved positive initial results.

The City People's Committee has issued a decision to recover the 5% and 10% reduction in land use fees from primary investors for 210/210 cases according to the inspection conclusion and 264 similar reviewed cases; transferred information to the tax authority to issue a notice of collection according to regulations and has collected 1,474/2,300 billion VND.

In addition, the inspection of land use progress for 182 projects out of 669 projects that need to be inspected has been completed and the inspection of land use progress of projects is being accelerated to ensure effective land use, limit land fallowing and waste of land resources.

The City People's Committee has issued decisions to cancel land use boundary diagrams for 4 projects that have not yet been allocated land and is focusing on speeding up the process of removing difficulties and obstacles for 13 other projects on Son Tra peninsula.

At the same time, proactively and seriously implement the authority related to the revocation of 33 Land Use Right Certificates at the Ghenh Ban - Bai Da luxury villa and marine eco-tourism project and 1 Land Use Right Certificate at Lot L09 of Suoi Da Villa Area.

Along with that, carry out assigned tasks related to the project of High-rise Commercial and Service Complex at Chi Lang Stadium; land plot No. 908 Ngo Quyen Street (ABC Kindergarten), Da Phuoc International Urban Area project (181ha)...

With the spirit of “faster, more decisive and more responsible”, contributing to unblocking resources, putting assets into circulation, avoiding loss and waste, promoting socio-economic development, Da Nang has actively and proactively worked with related businesses and investors to remove difficulties and obstacles for projects and land in the city.

General review to find effective solutions

Currently, in addition to focusing on removing obstacles for projects and land that have been reviewed according to Conclusion No. 77/KL-TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly, the city is reviewing cases with similar obstacles.

The city has compiled a list of 206 more cases where land use terms have not been adjusted, similar to the 1,313 cases the city is currently handling. In addition, there are a number of similar cases related to land price re-determination.

Along with that, there are about 341 projects and lands in Quang Nam province (old) facing problems regarding land use term, re-determination of land prices... similar to the cases that the city has been focusing on resolving.

In order to ensure unity in resolution, facilitate investors and people and completely overcome long-standing problems in land management, Da Nang city continues to propose and recommend the Central Government to consider and allow the unified application of Resolution No. 170/2024/QH15 and Decree No. 76/2025/ND-CP to remove obstacles for similar cases in accordance with the principles and solutions agreed upon by the Central Government.

In the Political Report presented to the 1st Congress of the Da Nang City Party Committee, the city continues to consider this as one of the breakthrough tasks in the 2025 - 2030 term. The city focuses on removing bottlenecks in land; increasing dialogue, meetings and supporting investors and businesses to remove difficulties and obstacles; completing the removal of difficulties and obstacles according to the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities".

Mr. Nguyen Van Binh, Chairman of Sun Group - Central Region, said that the policies of the Central Government and the plans of Da Nang City on implementing specific mechanisms and policies to remove difficulties and obstacles for projects and land in the city are very timely and on target. Thereby, it aims to drastically remove the bottlenecks that have been backlogged for many years, remove obstacles for stalled projects, and unblock investment resources.

At the same time, improve the business investment environment and create momentum for comprehensive growth, economic and social breakthroughs, especially in the context of Da Nang setting a target of double-digit GRDP growth. Believe that, after the bottlenecks are removed, barriers are removed, Da Nang will be able to open up and attract investment resources to grow stronger.

DANANG SHOWS DETERMINATION IN REMOVING LONG-LASTING DIFFICULTIES AND OBSTACLES FOR PROJECTS

Ms. Nguyen Thi Nga, Chairwoman of the Board of Directors of BRG Group Corporation, acknowledged that during its time operating in Da Nang, the group understood the difficulties that the government and businesses in the city were facing due to the problems left over from the previous period. Da Nang has been resolute and demonstrated strong determination in removing the long-standing difficulties and obstacles for projects in the area.

“We see the city’s determination and determination in finding solutions to remove obstacles for projects and have achieved important results. The city needs to continue implementing with the spirit of removing obstacles to meet the requirements of double-digit GRDP growth. At the same time, continue to support businesses, provide practical assistance in reviewing financial obligations, procedures... to help businesses soon obtain construction permits, pile driving, start construction, and construction,” Ms. Nga suggested.
