Talking to reporters of the Vietnam Women's Newspaper, experts said that Resolution 71-NQ/TW is not only an orientation document but also a solid launching pad to affirm the role and mission of education in deciding the future of the country; bringing education to a new level.
The beginning of the desire for innovation
Sharing about the new and breakthrough points of Resolution 71-NQ/TW, Ms. Nguyen Thi Viet Nga, Member of the National Assembly 's Committee on Culture and Society, said that to realize Resolution 71-NQ/TW, there are 3 plans. These are: It is necessary to mobilize and allocate financial resources reasonably, ensuring efficiency and avoiding dispersion; improving the quality of the teaching staff; paying special attention to strengthening supervision and social criticism, ensuring that all policies and guidelines are implemented transparently, synchronously, and effectively.
According to the member of the National Assembly's Committee on Culture and Society, Resolution 71-NQ/TW is a landmark document, demonstrating the Party's high political determination in placing education and training at the center of the national development strategy. This historic resolution demonstrates the Party's strategic vision, placing education as the "top national policy", considering education as the key driving force for rapid and sustainable development.
Sharing the same view, Associate Professor Dr. Tran Thanh Nam, Vice Rector of the University of Education, Vietnam National University, Hanoi, said that the 2025-2026 school year is considered the pivotal year of a period of strong transformation - the time when Vietnamese education is truly placed at the center of the national strategy, initiating the desire for innovation, integration and take-off.
Stating that "the education sector has never been committed to such strong investment as it is today", Associate Professor, Dr. Tran Thanh Nam emphasized: "Resolution 71-NQ/TW stipulates that the state budget for education and training must be at least 20% of the total budget expenditure. This is a fixed number with a legal nature, demonstrating a very high political commitment in prioritizing resources for education. With this rigid regulation, the problem of chronic lack of funding in the education sector has a chance to be solved. Increased financial resources will help build new and upgrade schools, supplement modern teaching equipment, especially in difficult areas, ensuring "enough schools, enough classes, enough teachers" as the guiding viewpoint of the Resolution".
More importantly, according to Associate Professor Dr. Tran Thanh Nam, the budget allocation method will be reformed in quality, shifting from a widespread allocation mechanism to focused investment based on mission, quality and output efficiency. "This is truly a resource boost for the entire sector, helping localities and educational institutions to have the conditions to carry out necessary reforms. From urban to rural areas, from plains to mountains, the education system will be firmly consolidated thanks to strong financial support. Investing in education is investing in the future; this bold budget decision shows that the country is betting big on the young generation, expecting education to create a breakthrough for socio-economic development in the coming decades," Mr. Tran Thanh Nam emphasized.
In addition, Resolution 71-NQ/TW brings a new wind to higher education with comprehensive autonomy for schools. For the first time, higher education and vocational education institutions are fully autonomous in academics, personnel and finance without depending on the previous level of financial autonomy. Granting such strong autonomy will "untie" universities, encourage creativity, help them be more flexible in improving the quality of training and research, thereby reaching international competitiveness - Associate Professor, Dr. Tran Thanh Nam emphasized.

Overcoming the "academic" situation of textbooks
Regarding the development of a unified set of textbooks nationwide, National Assembly Delegate Nguyen Thi Viet Nga commented that this is another breakthrough policy in Resolution 71-NQ/TW. After many years of implementing the policy of "one program, many sets of textbooks" with many shortcomings, the Politburo now requires ensuring that each subject has only one set of textbooks for the whole country. This policy aims to eliminate the differences and inconsistencies in teaching and learning between localities, ensuring that all students, regardless of region, can study with the same quality materials and content.
Regarding this issue, according to Associate Professor Dr. Tran Thanh Nam, a common set of textbooks will reduce the burden of choosing books for schools and parents, while helping to train and develop teachers in a more unified and effective manner. Notably, although the textbooks are unified, the Resolution also opens up a mechanism for localities to supplement specific content suitable to local culture and history. This ensures the necessary flexibility, both maintaining national unity and reflecting regional characteristics. New textbooks will also be compiled in a modern, scientific and practical direction, overcoming the previous situation of being too academic.
"It can be said that a common set of textbooks is the foundation for improving the quality of general education, creating fairness in access to knowledge for all students in the S-shaped strip of land," Associate Professor, Dr. Tran Thanh Nam commented.
Ensuring equal learning opportunities, enhancing the status of teachers
According to the Politburo's decision, from the 2025-2026 school year, 100% of students from kindergarten to high school nationwide will not have to pay tuition fees. Experts say that this policy contributes to turning the slogan "education is the top national policy" into concrete action. The policy of free tuition for all people helps no student to drop out of school due to financial difficulties, ensuring equal learning opportunities for all children.
Associate Professor Dr. Tran Thanh Nam commented that, along with tuition fees, the State also proposed a roadmap to provide free textbooks for high school students. By 2030, all students nationwide will be provided with free textbooks. This unprecedented policy will significantly reduce the economic burden on millions of families, especially in rural and disadvantaged areas. Comprehensive free general education, from tuition fees to textbooks, truly opens up a future where no physical barriers can prevent children from going to school, so that every student has the opportunity to develop their full potential.
If students are the center of education, teachers are the force that determines the quality of education and training. Along with the Law on Teachers, which will take effect from January 1, 2026, Resolution 71-NQ/TW has proposed unprecedented policies to honor and reward teachers.
National Assembly delegate Nguyen Thi Viet Nga said that Resolution 71-NQ/TW also particularly emphasized the importance of respecting the honor and status of teachers, resolutely correcting negative phenomena to restore a clean pedagogical environment and properly honor teachers in society, and provide them with appropriate remuneration. These are strong and timely decisions aimed at clearing bottlenecks and creating conditions for education to make a breakthrough.
