Talking about Resolution No. 71, Dr. Tran Khac Tam, Delegate of Can Tho City People's Council, Member of the Economic and Budget Committee of Can Tho City People's Council, said that in 2013, we had Resolution No. 29-NQ/TW in 2013 "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration" which focused on "fundamental and comprehensive innovation" of education.

That resolution has helped Vietnam's education to improve and achieve many positive achievements. Resolution 71, recently issued by the Politburo , has strongly shifted to "strategic breakthrough", considering education not only as a key task but also as an issue that determines the future of the nation, demonstrating stronger determination and political commitment, directly linked to the goal of Vietnam becoming a high-income developed country by 2045. "Resolution 71 has continued the spirit of "Education is the top national policy", but sets specific goals, especially in terms of institutions, models, investment and integration capacity. This is very suitable for the new situation and Vietnam's goal of rising up in the new era", Dr. Tran Khac Tam shared.
Resolution 71 emphasizes the need to innovate thinking, awareness and institutions, in order to create breakthroughs in resources, motivation and new space for education and training development. The State plays a leading role, by "taking public investment as the lead, attracting social resources" to modernize the national education system. Public education is the pillar, non-public education is an important component, aiming at an open, interconnected, and equal education model, serving the needs of lifelong learning. The goals of the Resolution are also very clear. Accordingly, by 2030, Vietnam aims to develop a modern, high-quality education system with specific criteria, such as: HDI (composite index assessing the development of education, health and income) contribution from education increases to over 0.85; reducing the education inequality index; completing universal high school education; At least 2 universities are in the top 100 universities in the world according to prestigious international rankings…
Analyzing the core points and main breakthroughs of Resolution 71, Dr. Tran Khac Tam said that there are 4 main core points of breakthrough nature in Resolution 71 of the Politburo. The first is to increase investment. Accordingly, the budget for education and training will be at least 20% of the total state budget expenditure. Of which, investment expenditure for education is 5% of total expenditure; expenditure for higher education is 3% of total expenditure. This is a fixed number with a legal nature, demonstrating a very high political commitment to prioritizing resources for education. With this regulation, the problem of chronic lack of funding in the education sector has a chance to be solved. Increased financial resources will help build new and upgrade schools, supplement modern teaching equipment, especially in difficult areas, ensuring "enough schools, enough classes, enough teachers" as the guiding viewpoint of the Resolution. The budget allocation method will be qualitatively innovated, shifting from a widespread allocation mechanism to focusing on investment based on mission, quality and output efficiency.
The second is about institutional innovation, specific policy mechanisms. The resolution completes the legal framework, removes "bottlenecks" in mechanisms; improves the effectiveness of law making and enforcement, promotes innovation, and creates space for breakthrough development in education and training. The third is a very important issue in education and training: Developing the teaching staff. Expanding preferential policies, attracting excellent students to the teaching profession, building public housing for teachers. In addition, universalizing preschool education for 3-5 year olds and improving quality at the general education level. The fourth is supporting non-public education. The resolution proposes to exempt corporate income tax for non-profit private educational institutions, in order to develop elite universities, even if they are private. “In my opinion, Resolution 71 has affirmed that education and training are not only the most important national policies, but also the decisive factor in the future and destiny of the nation. This awareness is the root and foundation for changes,” Dr. Tran Khac Tam commented.
Resolution 71 also fundamentally changes the mindset of financial investment in higher education to a level and excellence; practically cares for the teaching staff and provides financial support and creates learning opportunities for everyone. In addition, this Resolution also resonates with Resolution 57 on innovation, science and technology development, which will bring new university models - innovative universities, new generation technology universities to become the pillars and locomotives of innovation, leading the innovation ecosystem of Vietnam. Another issue of the times and integration is that Resolution 71 of the Politburo has directed to urgently promote stronger international integration in education, making English the second language in schools. At the same time, promote digital transformation and apply modern technologies and apply artificial intelligence ethically and responsibly in modern and civilized education. Dr. Tran Khac Tam said: “These are very bold and drastic innovations with a long-term vision, meeting the expectations of the whole society. This Resolution can be considered as “Contract 10” in the education sector.”
According to the Politburo's decision, from the 2025-2026 school year, 100% of students from kindergarten to high school nationwide will not have to pay tuition fees. The universal tuition exemption policy will help no student drop out of school due to financial difficulties, ensuring equal learning opportunities for all children. The State also sets out a roadmap to strive that by 2030, all students nationwide will be provided with free textbooks. This policy will significantly reduce the economic burden on millions of families, especially in rural and disadvantaged areas. Resolution 71 also specifically emphasizes the importance of honoring the honor and status of teachers, resolutely correcting negative phenomena to restore a clean pedagogical environment and properly honor teachers in society, and provide them with appropriate treatment.
