According to the leader of the Department of Science and Technology, Ministry of Agriculture and Environment, in recent times, the Party Committee, the Party Executive Committee and the Ministry's leadership have clearly recognized the opportunities, challenges and requirements for innovation. Dozens of directive documents, programs and action plans have been issued with the motto of "6 clear" in assigning responsibilities. In addition, more than 20 meetings of the Steering Committee and the Ministry's leadership have been held to disseminate and direct the field groups. The highlight was the conference in Bac Ninh province with more than 1,200 delegates attending in person.
To date, the Ministry of Agriculture and Environment has assigned 127 tasks to units, of which 37 have been completed, 87 are in progress, and 78 must be completed in 2025. Notably, 100% of units under the Ministry have developed specific programs and action plans to implement the tasks.
In the field of science and technology, the Ministry emphasizes the change in thinking right from the stage of ordering and approving tasks. The process is designed to include 10 strict, public and transparent steps, ensuring the participation of specialized management departments, while at the same time giving more power to research organizations, project managers and scientists. This new approach aims to contract the final product, which can be transferred, applied in production and commercialization.
Regarding initiatives, the Ministry of Agriculture and Environment has also approved 28 typical initiative groups of the industry according to Decision 3362/QD-BNNMT dated August 22. At the same time, 21 "big problems" have been selected and made public on the electronic information portal of the Ministry of Agriculture and Environment according to Decision 3410/QD-BNNMT dated August 25. This is considered a foundation to concentrate resources, promote innovation, and solve key problems of the industry.
The Ministry's leaders also requested heads of units, scientific research organizations and scientists to change their approach, from proposing tasks to implementation, to ensure the correct implementation of the spirit of Resolution 57. The Ministry of Agriculture and Environment also affirmed that it will strengthen international cooperation with regions and developed countries such as Europe, Australia, Korea, Japan, China; at the same time, invite international scientists, as well as Vietnamese experts and scientists abroad to participate in implementing major initiatives and problems.
The drastic implementation of Resolution 57 with many specific, transparent and breakthrough solutions is expected to contribute to making science and technology the main pillar, improving productivity, quality, efficiency and competitiveness of the agricultural and environmental sectors in the coming period.
